JUSTIFICATION FOR RENOVATIONS ◦ Since 1994 Bond, only routine repairs, not major renovation; ◦ With time, all parking lots, roofs, boilers, siding, paint, plumbing fixtures, tile & wood floors, etc., need replacement; ◦ Safety/ building codes & ADA requirements change; ◦ Education changes: book libraries become computer labs; ◦ Construction cost inflation is a fact of life. Result: need for renovation never stops, and almost always costs less today than tomorrow.
JUSTIFICATION FOR NEW ELEMENTARY SCHOOL ◦ Replacement costs little more than full modernization ($15M + / - vs. $15M + / -) ◦ Operating expense savings can be used to “self-fund” renovation projects not included in bond ($250K+ annual savings) ◦ Projected tax rate significantly lower than rate approved for 1994 Bond ◦ Projected tax rate lower than in neighboring school districts
JUSTIFICATION FOR NEW ELEMENTARY SCHOOL (continued) ◦ Building security improvement; eliminate hazardous traffic site (Ochoco) ◦ Major improvement in air quality, lighting quality, and noise control ◦ If alternative “renovation only” plan is chosen, it will result in multiple facilities (Ochoco, Crooked River, Cecil Sly, Paulina, Pioneer, and Middle School having to be replaced at once). . . . Huge $$$$ ◦ Employers considering move to Crook County evaluate quality of school facilities
