Local Coordinating Councils (LCC) } County-wide citizen body approved by Commission to plan, monitor & evaluate comprehensive local alcohol & drug abuse plans. } Identify community drug programs, coordinate community initiatives, design comprehensive collaborative community strategies & monitor anti-drug activities at the local level. } Assist the Commission in achieving its purpose and responsibility by collecting and monitoring local level data & evaluating supported programs.

The Comprehensive Community Plan Collaborative E ff ort to: • assess the impact of substance abuse in Scott County • collect data from our member agencies • identify issues to be addressed • evaluate existing & new services for e ffi cacy
The Comprehensive Community Plan (CCP) Community-Wide plan to address AOD issues at local level. Development of this plan is a process to: • Identify problems through needs assessments, data collection, community input • Develop & prioritize clear concise problem statements • Develop measurable and realistic goals
The Comprehensive Community Plan (Continued) • Develop objectives to address identified problems • Advocate for change through the release of funds to local agencies and by influencing policies & enforcement • Evaluate the progress & redirect if needed • Report findings to state via annual plan updates
NEW Comprehensive Community Plan completed Oct 2014 Identified 3 Problem Statements for Scott Co: 1. Youth and Adults use and abuse Alcohol. 2. Youth and Adults use and abuse Tobacco Products & Marijuana. 3. Youth and Adults use and abuse prescription medications.
#1: Youth and Adults in Scott County use and abuse Alcohol Goals: 1. Reduce the rate of youth alcohol consumption as reported by the 2016 IPRC Indiana Alcohol, Tobacco and Other Drugs Survey. 2. Reduce the rate of adult alcohol consumption as reported by the justice system, 2016.
Alcohol Prevalence in Indiana Alcohol is the most frequently used drug in Indiana and the US Among Hoosiers ages 12 and up, 51.2% drank alcohol in the past month, and 24% engaged in binge drinking Young adults ages 18-25 had the highest rates of alcohol use in IN; 61.8% reported current alcohol use, and 43.1% reported binge drinking

Scott County 2013 Treatment Center Data: Life Springs served 773 unduplicated clients, of which 65 or 8.4% had a substance abuse diagnosis, specifically poly-subtance addictions

2013 Prosecution Handled: • 20 Cases of Possession of Alcohol by a minor • 129 Counts filed on 78 di ff erent defendants for operating with ACE of +. 08 (includes operating while intoxicated, operating with a controlled substance in the body, and any counts including serious bodily injury, death, and/or leaving scene)
Scott County 2013 Dept. of Child Services Data 244 children were in out-of-home care, 75% of which were a result of substance abuse by caregiver There were 117 removed in 2013 and they are included in the 244 above 104 of the children had been removed previous to 2013 and continue to be in out-of-home care due to the continued substance abuse of caregiver
Survey for Alcohol Compliance In 2012 IN Excise O ffi cers conducted 9978 inspections across the State of Indiana and had 504 failures, a 5.204% failure rate Scott County had the highest failure rate at 40% The following businesses failed their SAC Inspections: Bull’s Cork and Bottle, Puerto Vallarta, RCP Marketing LLC, and Roadhouse USA In 2013 there were no “Alcohol Compliance Checks” in Scott Co by Indiana Excise O ffi cers

#2: Youth and Adults in Scott County Use and Abuse Tobacco Products and Marijuana Goals: 1. Reduce the percentage of Scott County youth using tobacco and marijuana by 2% in each grade 6-12 based upon reports from the IPRC Survey by 2016. 2. Scott County will have at least one adult cessation program each year and will increase citizen annual use of the Indiana 1-800 QUIT NOW line, compared to the past three years.

Marijuana Prevalence in Indiana Marijuana is the most commonly used illicit substance in Indiana and the nation Highest rate of current past month use was among 18 to 25 year olds (16.8%) 20% of Indiana high school students currently use marijuana 7.1% of 8th grade students, 13.7% of 10th grade students, and 17.6% of 12th grade students currently use marijuana
