What does the service do?
What the consultation is asking (1) Q1. Introducing more flexibility in how the universal 2 year health and wellbeing review is delivered Less than 50 per cent of parents currently take up this check through offering the option of a telephone appointment to improve the uptake of this important developmental review. Q2. Replacing the current ‘baby clinics’ offered by health visitors with new group sessions called ‘baby hubs’ Bringing parents together providing the opportunity for friendships and getting support from one another as well as getting professional input and support on a relevant topic .
What the consultation is asking (2) Q3. Introducing school nursing group sessions for children and families called ‘school nursing hubs’ Hubs are being proposed as an opportunity for parents and young people to get information through group sessions on topics led by school nurses. To reduce waiting times and bring school nursing to more parents, children and young people in the county. Q4. Introducing structured programmes of one-to-one support across Public Health Nursing called “bundles of care” A consistent approach to common issues that parents and young people experience, developing a set of one to one sessions and information that will help parents and children in a more structured way.
What the consultation is asking (3) Q5. Replacing the current hearing screening programme for all state school children in Reception (4-5 years) with a pathway for earlier detection and support . Evidence shows that universal hearing screening is ineffective and costly, and that a new focus on earlier detection can improve outcomes for children. Currently, over 6,500 children are tested every year in Gloucestershire and only around 5 or fewer children with permanent hearing problems are detected annually. All children will continue to be tested at birth for hearing problems through the New-born Hearing Screening Programme and monitored throughout contacts with health visitors in the early years.
Consultation and Engagement Early engagement Work force engagement in ‘Big Conversation’ events and work groups Gloucestershire wide stakeholders attended two engagement events. Learning to inform consultation content needs to be clear, relevant and appropriate for the audience. Also needs to raise awareness of what the service offers families. Pre consultation Developed and tested the consultation materials through Parent focus groups with Parent Champions and Children’s and families Centres. GCCs young ambassadors and Stroud District Youth Council helped to develop the young person’s version of the consultation survey. Consultation Using conventional and social media coverage Wider public engagement - Targeted engagement Quality reviews of consultation responses (Weeks 4, 8) identifying additional activity Consultation report evaluating and making recommendations of outcomes to be reflected in the remodelled service
