GOAL OF THE LIAISON COMMITTEE As part of this project, a Liaison Committee is being established to facilitate the participation of the community in the development of the wind farm. The Liaison Committee will ensure that the interests of landowners are considered and participation of local businesses and services is encouraged. The objectives of the committee are to: ❖ Ensure effective communication between all stakeholders and EDF EN Canada Development Inc.; ❖ Understand issues related to the development and construction of the wind farm; ❖ Recommend satisfactory solutions to stakeholders; ❖ Identify potential opportunities for local business and services

UPDATES TO LANDOWNERS & COMMUNITIES Information to landowners, municipalities and the public Project, construction or turbine delivery updates are currently issued through various channels: 1. Monthly Project Updates ❑ Email issued during the third week of each month to landowners and all elected and administrative staff of surrounding communities ❑ Carmangay Community Board 2. Presentations to Council 3. Blackspring Ridge Community Newsletter (upcoming December edition) 4. Municipal Newsletters 5. Letters to Landowners addressing land access, land payments, development or construction updates 6. Media outlets (Vulcan Advocate, Global TV, Lethbridge Herald, Prairie Post West Newspaper) Project Update posted at Carmangay 7. Project website (www.blackspringridge.ca) Community Board ECDI welcomes any other information outlet that the Liaison Committee members feel would be appropriate for the community and its members
LANDOWNERS AND CONSTRUCTION Construction Activity Notification ❖ Crews have now been mobilized to all areas of the project ❖ On September 25 th , a construction activity notification letter was sent out to all project landowners advising them that construction on their land will be ongoing until June 2014 Crop Compensation ❖ AFSC has completed surveys of all damaged crop lands in project area. ❖ Based on those reports, ECDI through Scott Land & Lease is meeting landowners to present crop compensation offers ❖ Crop compensation will be sent out (registered mail) by the end of December 2013 Restoration ❖ Lands will be reclaimed this spring Liaison Office: landowners or municipality concerns ❖ Garbage on site ❖ Carmangay traffic
COMMUNITY OUTREACH COMMUNITY PROJECT FUNDING Community Outreach ❖ We continue our efforts to identify ways to support the community during the construction phase of the project. ❖ Since the acquisition of the project, the Co-Owners have contributed to the following community efforts or events: 1. Donation made to Market Street to provide groceries for emergency workers in High River 2. Donation to Vulcan County for flood recovery efforts 3. Sponsorship of the Carmangay Fireman’s Steak BBQ and the Lions Pancake Breakfast at the Carmangay Fair and Sports Day Community Project Funding ❖ A community project funding program initiated by the Co-Owners will be announced in the upcoming weeks ❖ Guidelines of the program and applications will be advertised through local media and other outlets ❖ ❖ Community based projects that will be supported Criteria used to evaluate the project: include: ❖ Background of the applicant (how long it has ❖ Community services and development been in operation and prior experience) ❖ ❖ Arts The projects long term impact to the ❖ community Education ❖ Quality of life/community enhancement ❖ Environmental ❖ ❖ Demographics served Health and Social Services ❖ Community Support for the project ❖ Sport and Recreation
ENVIRONMENTAL COMMITMENT ❖ EDF EN Canada and Enbridge consider environmental protection to be an important and integral part of the Project and are committed to: ❖ An Environmental Protection Plan (EPP) has been produced to implement best management practices and environmental protection measures during all phases of the Blackspring Ridge Wind Project. ❖ A 3rd party Environmental Monitor is also on site in support of construction activities and to ensure compliance with the EPP and all provincial and federal legislation, standards and regulations. Site visit by ESRD official, 3 rd party Environmental Monitor and members of the development, construction and environmental team
CONSTRUCTION UPDATE ❖ As of December 1st, more than 330 people are now on site everyday working on various construction related activities. ❖ Construction on the Operation & Maintenance building foundations is rapidly progressing and the substation capacitor banks have been offloaded. The main power transformer is now on the pad. ❖ Blackspring Ridge Landscape As of December 1st: ❖ 47 turbines were erected ❖ 123 base and mid sections were erected ❖ Turbine components were delivered to 132 pads ❖ 166 foundations were excavated and 156 of the foundations have been poured Turbine Component on delivery route
INTERCONNECTION UPDATE ❖ AltaLink has started construction on the 13 kilometres (eight miles) of new transmission line that will connect the Blackspring Ridge Substation to Alberta’s transmission system. ❖ AltaLink’s project also includes a new switching station, as well as a new telecommunications tower within the fence line at Traverse Switching Station. ❖ AltaLink’s project team is targeting to have Blackspring Ridge connected to the grid and electricity flowing by the end of March 2014. ❖ For more information on AltaLink’s Blackspring Ridge Wind Farm Connection visit www.altalink.ca/projects Blackspring Ridge Landscape
