  2. GOAL OF THE LIAISON COMMITTEE As part of this project, a Liaison Committee is being established to facilitate the participation of the community in the development of the wind farm. The Liaison Committee will ensure that the interests of landowners are considered and participation of local businesses and services is encouraged. The objectives of the committee are to: ❖ Ensure effective communication between all stakeholders and EDF EN Canada Development Inc.; ❖ Understand issues related to the development and construction of the wind farm; ❖ Recommend satisfactory solutions to stakeholders; ❖ Identify potential opportunities for local business and services

BLACKSPRING RIDGE TEAMS (ON-SITE) ❖ As the project approaches Commercial Operation, various teams are preparing for the Operations phase of the project which will last for the next 20 years. ❖ Following is a brief description of each of the teams responsibilities: ❑ EDF EN Canada Development Inc. : ECDI will continue to be the Manager of the Project and will continue to be the main point of contact for all stakeholders and manage tasks such as landowner payments. ❑ Enbridge : Enbridge will be the Balance of Plant Operations & Maintenance (BOP O&M) Manager and will be responsible for the maintenance of the site and the substation. ❑ Vestas : With approximately 20 technicians on site, Vestas will be the Operations & Maintenance Manager and will be responsible for the day to day Operations & Maintenance (O&M) of all the turbines. Operations Team Contact Information ❖ Contact information for the Operations team will be communicated to all project landowners and other stakeholders through upcoming letters and next months newsletter update.

BLACKSPRING RIDGE DEDICATION CEREMONY Date/Time ❖ Tuesday, July 15 Time ❖ 11am – 1pm Location ❖ Operations & Maintenance facility parking lot Guest list will include: ❖ Blackspring Ridge landowners ❖ Local, municipal, provincial and federal leaderships ❖ First Nations dignitaries ❖ Other special guests ❖ Media

ACTIVITIES ON SITE (POST-OPERATION) Activities on site Now that the project is in Commercial Operation, activities on site will include: ❖ Restoration/Reclamation: ❑ Restoration of the lands has been the main focus over the last two months. ❑ We want to capture any open issues landowners and tenant farmers may have regarding construction damage or areas that may have been overlooked during restoration. ❑ Seeding of cover crop in is progress, our intent is to seed a cover crop around the turbine sites that were still under restoration and were not able to be planted with 2014 planned crop. ❖ Continued reduction of traffic on site as main activities revolve around restoration ❑ Down from peak of 330+ on site ❖ Reduction of laydown area footprint ❖ Occupation of O&M building ❑ Vestas and Enbridge

SAFETY ON SITE LANDOWNER PAYMENTS Blackspring Wind Project is fully Energized (Safety is always a priority) ❖ The site is considered energized : ❑ Underground cables ❑ Junction boxes ❑ Overhead line ❑ Substation ❖ Call “Alberta One Call” prior any excavating or digging Landowner Payment Schedule Landowner payments related to the: ❑ 2014 crop compensation will be issued in the fall once Restoration/Reclamation activities have been substantially completed. ❑ Royalty payments related to the production of the Blackspring Ridge Wind Project will be issued in July/August along with updated contact information for the Manager.

ENVIRONMENTAL MONITORING OPERATIONS PHASE ❖ EDF EN Canada and Enbridge consider environmental protection to be an important and integral part of the Project. ❖ As per ESRD requirements, ECDI and Enbridge plan to run Post Construction Monitoring of birds and bats for 2 years post June 2014. ❖ Noise assessment will also be conducted on site and all documents and findings will be publically available online.

  9. 2014 COMMUNITY PROJECT FUNDING UPDATE ❖ Upon the official announcement and launch of the Blackspring Ridge Community Project Fund, the selection committee comprised of representatives from ECDI, Enbridge, Vestas and a member of the liaison committee received and reviewed: ❑ 16 applications representing $151,635 in donation request. ❖ $19,600 was allocated to the Fund for 2014 by the Co-Owners and Vestas. ❖ 7 of the 16 submissions will receive part of their funding requests.
