  3. BEVERLY PARK - Existing Conditions • Located at the intersection of Beverly Rd. & Westerly Rd. • Approximately 1.5 acre parcel • Borough owned park • Offers a grassy setting with playground equipment, benches, and basketball court

BEVERLY PARK IMPROVEMENTS Design Goals & Considerations • Improve esthetics with plantings and natural features • Rehabilitate existing gardens • Provide adult recreational features, (benches, pergola swing, etc..) • Install walking path • Incorporate grassy open space • Maintain existing playground equipment and memorial fountain • Reduce the amount of stormwater runoff leaving the site • Decrease potential of roadway flooding on Beverly Road • Achieve pollutant load reduction proposed in the Borough’s Chesapeake Bay Pollutant Reduction Plan (MS4 Requirement).

  6. SCHAEFFER PARK - Existing Conditions • Located at the intersection of N. 28 th St. & Walnut St. • Prior location of Schaeffer Elementary School • Approximately 3.5 acre parcel • Borough owned park • Offers a grassy field and baseball diamond

  7. SCHAEFFER PARK - CONCEPT TIMELINE  2006-2016: Old Schaeffer School building sat vacant falling into disrepair. Residents in the area reported safety concerns as well as reports of trespassing, squatting, theft , and vandalism. • 2015: Borough offers to share the cost of demolition of the abandoned school with the School District with the vision of constructing a new municipal community park at the location.  2015: Building was fenced by the Borough in fall over safety concerns.  2016: Building condemned in the spring of 2016.  2016: Borough solicited a qualified contractor to demo the building in fall of 2016.  2016: 2018 PADEP General Permit (MS4) regulations announced requiring quantitative pollutant load reductions in municipal stormwater.  2017: Demolition Contract was completed in the early 2017.  2017: Draft Pollutant Reduction Plan submitted to DEP and advertised in July 2017 for 30-day comment period.  2017: Borough produces three (3) unique conceptual layout sketches for the future development of Schaeffer Park to achieve load reduction proposed in the PRP.  2017: Town Hall meeting was held on March 9, 2017 to gain community input on concept drawings and the amenities they wanted to see in the park.  2018: The vision of this building this park is consistent with the general goals and objectives of the Comp Plan to maintain and enhance the public and recreational facilities and infrastructure.  2018 : Revisions made to the conceptual sketches based on community feedback.  2018: The current design has incorporated many of the community’s concerns as well as what Borough Council believes is good for the entire community.

MS4 Permit NPDES (National Pollutant Discharge Elimination System) • – Provides the Borough authorization to discharge stormwater to local waterways General Permit (PAG-13) for Stormwater Discharges from Small • Municipal Separate Storm Sewer Systems (MS4s) – Water Quality Permit – Reduce quantity of runoff – Increase quality of runoff – Reduce stream impairments – Improve local watershed health – Limit impact on downstream receiving waters (Chesapeake Bay) – Unfunded mandate!

MS4 Permit Requirements • Pollutant Reduction Measures (PRM) Activities undertaken to identify and control pollutant discharge to local impaired waterways. • Chesapeake Bay Pollutant Reduction Plan (CBPRP) Requires a reduction in the amount of sediment and nutrients transported to the Chesapeake Bay . Must be completed within 5 years of approval. Pollutant Required Load Reduction Sediment 10% Total Phosporus 5% Chesapeake Bay (2011) Sediment transported after Total Nitrogen 3% Hurricane Irene & T.S. Lee
