Beechworth Sewer Project Background The The Problem? • Infiltration results in sewer overflow and spill into Beechworth Historic Park. Wh What are we doing? g? • Increasing capacity of the sewer system to address environmental risks and provide for growth of the town. How? w? • › Increasing the size of the sewer main (pipeline) that transfers sewage to the WWTP; and › Upgrading the WWTP to treat the increased flows and load. 3

Pipeline background Beechworth’s sewer main runs through the Historic • Park (constructed 1967) Heavy rain events in 2016 led to a number of sewer • spills at the Church Street inlet EPA issued a Pollution Abatement Notice to North • East Water, requiring capital works solution Two preliminary options were identified – a large tank • at top of the Park or a new, larger pipeline North East Water commenced discussions with • stakeholders in late 2016 5

What have we done since we last met? Since March 2018, we have: • Consulted with regulatory stakeholders – Indigo Shire Council, DELWP , Parks Vic, EPA • Completed preliminary designs • Gained Board endorsement for final alignment • Engaged external consultant to provide detailed design of pump station and pipeline • Internal review of detailed design • Commenced discussions with WWTP neighbours 10 10

Wastewater Treatment Plant Upgrade
Background Built in 1960s • Located on McFeeters Road, 3.5km north- • west of Beechworth Consists of 3-step treatment process: • – primary anaerobic treatment lagoon – series of secondary lagoons – Final polishing prior to discharge 15 15
Purpose of Upgrade Increase capacity: • – Additional flows due to new sewer main capturing stormwater infiltration – Accommodate town growth Reduce risk of odours • Minimise noise • Maximise effluent reuse • 16 16
Upgrade design process Design addresses environmental and growth needs of community • Informed by regular meetings and discussions with neighbours for past 12 months • 2 independent consultant peer reviews of design • Will include: • – New inlet structure – New treatment process – new lagoons and aerators – Wet weather buffering 17 17

Next Steps Consultant has been engaged to develop a preliminary design • EPA Works Approval application November 2019 • Upgrades expected to commence in 2020 • Will continue to meet with neighbours on-site • 19 19
