  4. Law 4: Players' Clothing 4.2 Special additional items for women • Female players may wear cotton blend long tights with single inside leg seam under their shorts and socks. Does not include “Skins” or any other full length leg compression garment Purpose • Cultural awareness of players who are taking up sport • New sportswear is designed for women to wear by choice or cultural values Sanction • Player to leave field of play to change garment. If player unable to return wearing approved garment then the player it permanently replaced • Team may replace player while off the field

Law 4: Players' Clothing 4.3 Studs • Specific sole configuration approved • Save for this configuration, studs must be compliant with Law 4 and IRB Specifications (Regulation 12) Purpose • Improve grip for forwards, back-rows in particular. The single front stud, designed to be slightly offset from the centre, enables a back row forward to get more purchase on the turf when at full extension in the scrum 5 sprigs in the forefoot only

Law 9: Method of Scoring 9.B.1 Taking a conversion kick • The conversion must be completed within 90 seconds of the try awarded • The kick must be completed within 90 seconds even if the ball rolls over and has to be placed again • The ball that was in play must be used unless it is defective Purpose • Avoid either teams time wasting by throwing away ball • Better clarity with time required to take conversion after a try • Eliminate the lose of match balls Sanction • The kick is disallowed if not completed within the 90 seconds • If ball is thrown away time taken to retrieve is part of 90 seconds • If team repeats offence restart with a Penalty Kick at centre of halfway Previous law • 60 seconds from when the kicking tee arrived

Law 12.1: The outcome of a knock-on or throw forward • When the ball goes into touch from a knock-on or throw forward, the non- offending team has the choice of a lineout at the point the ball crossed the touch line or a scrum at the place of the knock-on or throw forward. • The non-offending team has the option of taking a quick throw-in. • These actions may only take place in touch not touch-in-goal Purpose • Gives a team the tactical option of either set piece or speeding up play Sanction • The non-offending team has the options: – Scrum – Lineout – Quick throw-in Previous law • Scrum where knock-on or throw forward occurred

Law 16.7: Unsuccessful end to a ruck • The team in possession of the ball has 5 seconds to play the ball from the back of the ruck when it is available. • Available means that the ball is at the back of the ruck for the person adopting the halfback position to play the ball unimpeded. • Once the ball is clearly available and being cleared the referee will call “Use it”. From that moment the halfback has 5 seconds to clear the ball. • There is not a second “Use it” call. • The “Use it” call may not always be required to be called by the referee. Purpose • Increase the speed of recycling the ball • Reduce the incidence of the ball becoming unplayable • Avoid the dangerous play charging into the ruck to disrupt the ball clearance Sanction • If the ball is not played within 5 seconds a scrum is awarded to the team not in possession of the ball at the back of the ruck.

Law 19.2 Quick throw-in Position of thrower at quick throw-in • For a quick throw in, the player may be anywhere outside the field of play between the line of touch and the player’s goal line Purpose • Consistency with lineout law as to where line of touch is if ball is kicked directly into touch either inside or outside the 22m area. Sanction • Standard options apply to opponents - Law 19.7 (a) - Incorrect Throw-in

  11. Law 20.1 Forming a scrum Changed scrum engagement call sequence • The scrum call is “CROUCH” then “TOUCH” and then “SET” . The front rows may then engage. – The referee must be in control of the three calls. – The referee will still need to observe an action before moving to the next call. – After “TOUCH” the referee needs to observe stillness before calling “SET”. Purpose • “PAUSE” is removed and “ENGAGE” replaced with “SET” – Shortens the time scrum waiting to engage thus aiding with steadiness – Reduces the incidence of pre-empted engagement using a one syllable word as opposed to “EN - GAGE” Sanction • Free kick for early engagement Previous law • The scrum calls “CROUCH”; “TOUCH”; “PAUSE” and then “ENGAGE” .

Law 21 : Penalty and Free Kicks 21.4 Penalty & free kick options and requirements • If a team is awarded a penalty or a free kick at a lineout they have the option: – A further lineout with their throw-in – A scrum • If a team is awarded a penalty or free kick at a lineout they can have a lineout with their throw-in without having to kick for touch • Drop goal cannot be scored from a lineout taken from a FK Purpose • Lineout may be tactical option when attacking close to goal line & saves time Sanction • Scrum, Lineout or kick for touch • Excludes foul play in lineout – Penalty Kick Previous law • Team had to kick for touch to take the lineout

  13. Law 3: Number of players - Seven-a-side • A team has 12 nominated players • The team may substitute or replace up to five players in a match Purpose • With several games played over a tournament this allows for better flexibility especially when injuries occur Sanction • Penalty Kick at place where play would restart Previous law • A team has 12 players nominated with up to 3 players replaced in a game

  14. Laws not being applied • Law 3 Number of players – The trial of an extra front row player on the bench applies to INTERNATIONAL teams only. • Law 6 Match Officials – Television Match Official – Only two competitions have been approved for trialing extended jurisdiction powers of the TMO. Neither of these are New Zealand competitions.
