Title I, Part A Program The Title I, Part A program is one program that helps to accomplish the district’s shared vision and supports the work of teaching and learning on your campus. The purpose of this presentation is to inform you of your school’s participation in Title I, Part A programs and to help you to understand the requirements and opportunities this program provides.
Intent and Purpose of Title I The intent and purpose of Title I, Part A of the federal Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Acts (ESSA), is to provide supplemental resources to help schools with high concentrations of students from low-income families provide a high-quality education that will enable ALL children to meet the state’s student performance standards (STAAR), especially the lowest performing students . There are two types of Title I, Part A programs – Targeted Assistance and Schoolwide. A school is eligible to implement a Title I Targeted Assistance Program when 35% or more • of the student population receives Free or Reduced lunch. A school is eligible to implement a Title I Schoolwide Program when 40% or more of the • student population receives Free or Reduced lunch.
Title I Schoolwide Campuses Currently, there are 11 schools in the Humble ISD that are operating a Title I Schoolwide Program. Elementary • Humble • Jack Fields • Lakeland • North Belt • Oaks • Park Lakes • Ridge Creek • River Pines • Whispering Pines Middle Schools • Humble Middle • Ross Sterling Middle
Title I Schoolwide Campuses Schoolwide means every student on the campus can benefit from the Title I funds. The lowest performing students should be the primary focus. Additionally, Title I has specific requirements regarding Parent and Family Engagement.
Title I Funding Federal Title I funds can be used to supplement the schools existing programs in many way, such as … • Identifying students experiencing academic difficulties and providing timely assistance to help these students meet the State’s challenging content standards • Paying for supplemental: staff, programs, professional development, materials, and supplies Additionally, families are encouraged to be involved in the school’s programs and in decisions relating to the education of their children. In fact, Title I, Part A funds are specifically reserved to support families through “Parent and Family Engagement” meetings, trainings, and other activities linked to learning. ** All expenses should be reasonable and necessary **
Title I Funding The funds assigned to your campus can only benefit students, staff and families on your campus. The funds can not be used to benefit students, staff or parents from any other campus. Title I funds should focus on increasing student achievement in reading, writing, math, science and social studies as measured by students’ success on STAAR. Examples of expenses that can NOT be paid with Title I funds include: 1. Gifts and/or prizes 2. Anything having to do with the PTA/PTO/volunteers 3. Entertainment-related trips or activities (regardless of how it is tied to TEKS)
Extensive Planning Title I requires campuses to perform extensive planning in preparation for each school year. Each Title I campus must complete the following: (a) Comprehensive Needs Assessment, (b) Campus Improvement Plan with the associated Title I Budget Plan, and (c) Annual evaluation of the effectiveness of the funded activities Limited funds : The campus is given a limited amount of Title I funds to spend, so it is important that these funds are spent on activities that have the greatest chance of helping students pass STAAR. Evidenced-Based Methods and Instructional Strategies : Title I funded activities shall be utilized for evidence-based methods and instructional activities to increase student academic achievement. This requires research during all phases of planning to find methods/activities that will produce positive academic growth for students.
Documentation Auditable documentation must be kept on file to demonstrate allowable use of the federal Title I funds. Documentation requirements vary depending on the type of activity. Each campus has a copy of the current Humble ISD Title I Procedures manual that provides further clarification. When using these federal funds, it is important to seek guidance and/or prior approval, particularly when you are unsure if an expense is allowable. The campus must maintain a culture of honesty and openness at all times when using Title I funds. Omitting information about how Title I funds are being used or falsifying documentation is fraud. USDE, TEA, and Humble ISD have consequences for public school employees who commit fraud.
High Quality Staff The High Quality Staff members employed on this campus are dedicated to providing a quality education for EVERY student and strive to sustain respectful PARTNERSHIPS with families. FYI - Parents have the right to (1) request the qualifications of the classroom teachers and paraprofessionals who provide services to their child, and (2) to receive frequent reports on their child’s progress. All schools in Humble ISD with a Title I program have a staff member who serves as their TI Parent Involvement Liaison. This staff member helps provide meaningful family engagement opportunities to support student learning.

Title I Parent and Family Engagement Title I Parent and Family Engagement Activities 1. Information: Information for parents and families about Title I Program, the academic curriculum, how the child’s academic progress will be assessed, and information on the State assessment. 2. Decision-Making: Parents are involved in campus decision-making 3. Trainings: Training for parents and families in academic skills, technology skills, and parenting skills...all designed to enable the families to help the child academically. TI Family Engagement Programs has more depth than just getting parents on campus to attend school functions!
Title I Parent and Family Engagement Each TI campus … .. • Has a Parent Involvement Liaison trained in the rules of Title I Parent and Family Engagement; • Has a minimum allocation of Parent and Family Engagement funds to spend on capacity-building activities linked to learning; • must have a written School Policy, and • must have a School-Parent Compact ** ** Elementary campuses MUST conduct Parent-Teacher Conferences during the Fall semester that includes discussion of the School-Parent Compacts with the parents.
Title I Parent and Family Engagement Parents and families must be involved in the planning, review, and improvement of the campus Title I program. Parents must be included in the annual review/revision of the Family-School Compact, and School Parent and Family Engagement Policy that is distributed to all parents. Additionally, there must be participating parents on the site-based decision making committee that develops the Comprehensive Needs Assessment and the Campus Improvement Plan with associated Title I budget plan. The campus must convene an Annual Title I Parent Meeting at a convenient time to explain the requirements of the Title I, Part A program and provide follow-up opportunities for the informed participation of all family members.
District TI Parent and Family Engagement Plan The district offers a variety of opportunities for families to be positively engaged in their child’s education. The “ Humble ISD Title I Parent and Family Engagement Plan ” outlines partnership efforts between the district and families with students participating on campuses with Title I programs. This document is revised annually with TI parents, administrators, and parent liaisons. Copies of the plan are distributed to families within the first month of school.
School Policy Each school with a Title I, Part A program also develops a written School Policy that describes how families are actively involved in the planning and implementation of specific campus-based programs that support their student’s education. This document is revised annually and printed copies are distributed to families within the first month of school. Title I parents have the right to be involved in the development of the School Policy.
