Nordic Tire Regulations and Eden Meetings Thank you to the Norwegian Public Roads Administration and Kurt Ottesen for organize and invite us to this Eden Meeting. These Eden meetings are especially important today when the need of harmonization of our common regulations is very important, not least when it comes to winter tires and studs, where we all have the same needs and demands. STRO was, as you may already know, one of the initiative promoters to the first Eden meeting, held 1995 at Spa Hotel Eden in Nokia, therefore the name ”Eden Meetings”. Nordic Tire Regulations and Eden Meetings When we realized that the Norwegian proposal for a new stud regulations did not included the exceptions used in Sweden and Finland, we understood that it could lead to problem to use a certain type of tires in Norway. When the Norwegian Roads Administration said that they would perform a test of particle sizes on stud tires on the market, STRO was willing to offer a help to analyze the test results, and created an dedicated “expert group” for this purpose. STRO asked the Norwegian authorities to nevertheless introduce the new stud regulation, with the exception that was used in the other nordic countries, and later on after the VTI tests was analyzed, take the discussion how to proceed. Nordic Tire Regulations and Eden Meetings The Norwegian Roads Administration decided instead to allow use of tires approved by the exception in Sweden and Finland, but only for tyres produced until 1 October 2015, which later on was extended to 1 October 2017. But, as always, it is important to allow enough lead time for the tyre industry to adapt to new legislations. The Scandinavian Tire & Rim Organization
Nordic Tire Regulations and Eden Meetings But, there are also other regulations who are in need for harmonization in the nordic countries, like for example snow tires on heavy vehicles, and TPMS, which both has a large effect on the safety on our roads. We also think there are a need to tighten up the monitoring and control of existing regulations, as for example for the “Tire Labelling” The Scandinavian Tire & Rim Organization
Nordic Tire Regulations and Eden Meetings The new proposal for stud tyres regulations in Norway (max 50 studs / rolling circumference meters), which already are in use in Sweden and Finland, are good, but the exception are needed, especially if we look at the original purpose of the new stud regulation, "to reduce road wear”. But, more important is, that we can not risk to restrict, or even stop development of tires, that in the future may have better performance than todays tires, regardless of number of studs, shape, forces, etc. The Scandinavian Tire & Rim Organization

Nordic Tire Regulations and Eden Meetings Summery As a summary of what have been discussed at the meeting today, I think that we can see that the main message in all presentations is the harmonization of tire regulations in the nordic countries. But also the importance of enough time for the tyre industry to adapt to any new legislation, and with that avoid difficulties for the tyre industry and the consumers to follow new regulations. Last but not least, the tyre industry is always willing to collaborate with the Nordic road authorities in an technical exchange, and to continue the research to develop tyre constructions with better and safer performance.
