ANCHORAGE PORT MODERNIZATION PROJECT Pile Jacket Repairs as of 2015 • Total number of Wharf Piles = 1,423 • Total number of Wharf Piles Jacketed = 462 (32%) – 2004 to 2011: Estimated 10 – 1 yr jacket life – 2012 to Present: Estimated 15 – 20 yr jacket life • Total number of Wharf Piles to be Jacketed = 961 (68%) • Spending Approx. $3M/yr to temporarily “fix” 100 piles/yr

ANCHORAGE PORT MODERNIZATION PROJECT Jacket Repair Limitations • Primarily a vertical capacity enhancement • Does not improve the seismic resilience of the Port – Simply “ band ‐ aids ” a structure not designed to current codes – Continued risk of sediment liquefaction during EQ • One ‐ time fix

ANCHORAGE PORT MODERNIZATION PROJECT Concept Planning Charrette • Charrette was held at the Port over a week • Four (4) concepts were presented • Information included concept layouts, construction sequencing, and estimated costs and durations • Potential value added alternatives were proposed & evaluated • Evaluation criteria and weights were pre ‐ determined • Three concepts were selected for further development • All concepts included stabilization of the North Extension and upland relocation of the functions located on Terminal 1

ANCHORAGE PORT MODERNIZATION PROJECT Selected Concept – Concept D ‐ The Anchorage Port Modernization Project (APMP) • Lowest upfront and lifecycle costs • Minimizes future maintenance dredging • Allows for future deeper draft ( ‐ 45 ft. berth depth) by moving off shore • No construction of interim berths • Shortest construction period • Maintains two (2) Petroleum Oil & Lubricant (POL) berths for majority of the construction • Least amount of tenants moved during construction • Provides additional acreage for tenants
