Overv rview • Builds on leadership and commitment to energy efficiency and clean energy issues; region becoming one of the most energy efficient areas in the nation. • Directed by state and district agencies within the 13 TCI jurisdictions. Facilitated by the Georgetown Climate Center with support from its funders, including Barr Foundation, Energy Foundation, Hewlett Foundation, John D. and Catherine T. MacArthur Foundation, John Merck Fund, New York Community Trust, Town Creek Foundation, and our core funder, Rockefeller Brothers Fund.
Declaration of In Intent • To create a new regional transportation approach that will help states build the clean energy economy of the future. • To Work to: • Reduce greenhouse gas emissions • Minimize the transportation system’s reliance on high-carbon fuels • Promote sustainable growth • Address the challenges of vehicle-miles traveled.
Policy Development Statement: States environmental, energy, and transportation agencies collaborating to develop a regional policy for low-carbon transportation, based on December 18, 2018 statement by nine states and Washington D.C. committing to: “…design a regional low -carbon transportation policy proposal that would cap and reduce carbon emissions from the combustion of transportation fuels through a cap-and- invest program or other pricing mechanism… [and]… to complete the policy development process within one year, after which each jurisdiction will decide whether to adopt and implement the policy.”
Lessons Learned from Regional Greenhouse Gas Initiative (RGGI) • RGGI: established in 2005/administered its first auction of CO2emissions allowances in 2008. • By 2020, the cap-and-trade program is expected to help the states reduce annual power-sector CO2 emissions 45 % below 2005 levels. The states have set a goal of reducing emissions an additional 30% by 2030. • Funding generated by the program in Massachusetts supports additional energy efficiency advances and Green Communities program
Lessons Learned from RGGI • Center equity at the heart of the policy: to ensure true access to green energy and green economy benefits for low income & communities of color • Address pollution “hot spots” in companion policies
