WHAT IS A BOND ELECTION? • Gives a community the opportunity to vote on paying for the construction and renovation of public school facilities • School districts borrow money in the form of bonds to finance design, construction, expansion and renovation of facilities, similar to homeowners borrowing money in the form of a mortgage to finance a home • Bond proceeds can be used for: – Capital improvements like the construction of new schools and improvements to existing district facilities, new land purchases, technology and equipment – But not teachers salaries or regular operating budget items

WHY IS A BOND ELECTION NEEDED? • State funds are not provided to school districts for construction of new facilities or improvements. • 89% of our regular, or Maintenance and Operations (M&O) budget, is made up of “fixed cost” (salaries, insurance, utilities, etc). The remainder of the budget pays for travel, supplies and materials, professional development, and nominal capital expenditures.

HOMEOWNERS AGE 65+ • Persons who have the over-65 exemption do not pay more school district taxes – even if the school district raises its tax rate or if the appraised value of their home increases. • Residents age 65 or older that have received an “over-65 homestead exemption” have a tax ceiling on the amount of school taxes paid. • The tax ceiling is the amount of school taxes paid in the year the taxpayer qualifies for the over-65 exemption. • If a couple owns a home together and only one is 65 or older, they both qualify for the over-65 exemption. Taxes for those 65 and older can only go up if substantial home improvements are made on the home.

VOTING INFORMATION • You must be a registered voter that resides within White Oak ISD boundaries in order to be eligible to vote in this election. • The last day to register to vote is Thursday, April 6. • Registered voters are now required to present an approved form of photo ID when voting in person.
