Pricing Changes • ATM service fees will be a flat fee of $4.50 per withdrawal regardless of the amount of the withdrawal –Under SmartPay2, fees were 2.4% of the amount withdrawn • *A single rebate calculation/payment, combining both spend and speed-of-pay –Under SmartPay2, there were two separate rebates; one for spend and one for speed-of-pay • No fee for expedited card delivery –Removing from the application forms, will require HL3 approval *Ensure any changes to rebate pay-to-points are identified and communicated. 3 *Convert any paper check rebates to ACH/electronic
Policy/Business Process Changes • Default ATM credit limits will be $250, for both standard and restricted IBAs (and CBA unit cards) –Average ATM withdrawal for FY17 was less than $130 –Will further reduce the use of cash, and provide additional data on card usage, notably with the implementation of the DoD Dining Program • Higher limits will remain available based on specific mission need –APCs will need to reduce back down to the default upon completion of that particular TDY 4
Policy/Business Process Changes (continued) • Creditworthiness evaluation required for all new IBA applicants; no ‘opt out’ provision –If applicant does not consent to Citi obtaining credit score, they will be required to complete/provide DD 2883 –This is per OMB Circular A-123, Appendix B which requires an alternate assessment • SmartPay3 applications will be updated to reflect this change 5
Policy/Business Process Changes (continued) • Potential ‘campaign’ to upgrade restricted accounts –More than half of DoD accounts are restricted –Requires additional administrative effort by APCs •Activation/Deactivation •Credit limit increases o DTMO believes many of those cardholders would qualify for a standard account, relieving APCs of the additional administrative effort –Cardholders should use the online account upgrade application *Potential pilot to no longer require an ‘across the board’ deactivation of restricted accounts when not in a travel status 6
Product and Service Changes • Up to 8 hierarchy levels, with 7 digit hierarchy numbers • Redesigned CitiManager for APCs • Ability to add permanent notes in EAS • Ability to add/attach supporting documents in the EAS • ‘Chat’ feature at the Citi call center(s) • Redesigned cardholder statements • Additional cardholder alerts • “Personal Use” report *The timeline for when these additional capabilities will come on line varies. Stay tuned for updates from the DTMO and Citibank 7
Product and Service Changes • Virtual Card Accounts – One-time use centrally billed accounts – DoD will look to pilot this product for select traveler populations (potentially recruit and reserve forces) sometime in FY19 • GSA “Tax Advantage” Accounts • Visa IntelliLink Analytics Module – Default landing page – Use of DoD ‘templates’ 8
