Why water diplomacy? • Increased water uses and water uses • Increased variability in the availability of the resource • Increased competition around a finite resource • At all levels including the transboundary level – water knows no boundaries
What is water diplomacy? The art and science of identifying and preventing potential future conflicts over water as well as negotiating, mediating and resolving actual water conflicts at transboundary level, between different actors who have distinct values, interests, positions, and powers; who rely on and have different knowledges about water. Conflicts as well as relations between actors may be shaped by hydraulic asymmetries and dependencies (upstream/downstream) as well as by wider relations of collaboration and competition that are importantly shaped by history and culture.
