C HEM V IEW : EPA’ S W EB T OOL FOR TSCA C HEM ICALS S OCIETY FOR C HEM ICAL H AZARD C OM M UNICATION M EETING , C HARLESTON , SC Sheila Canavan, Associate Director Chemical Control Division, Office of Chemical Safety and Pollution Prevention | M arch 25, 2014| U.S. EP A
A GENDA § Background § Purpose of ChemView § Content § Who Does ChemView Help? § Searching the database § Future Implementation Areas § Seeking Feedback
B ACKGROUND § Increasing transparency is a key element of EP A’s chemicals management program § Previously, EP A had multiple databases with various TSCA chemical information Information was difficult to find and use o § Stakeholders indicated a strong interest in viewing EP A’s TSCA “ file cabinet” § In 2012 we made the decision to bring together information EP A has received or developed about chemicals regulated under TSCA in one place: ChemView.
P URPOSE OF C HEM V IEW § To improve and streamline public access to information on TSCA chemicals § Features of the database o Easy to use ‹ One screen: search parameters on the left; search results on the right o Ability to search with multiple parameters (chemical name, use, category, endpoint) o Summary and in-depth levels of detail on TSCA chemicals
C ONTENT ChemView reflects four key types of information: § Data submitted to EP A under TSCA o T est data ‹ Health and safety studies ‹ Substantial risk reports ‹ EP A-developed assessments o Hazard Characterizations (HCs), Alternative Assessments, Safer Chemicals ‹ Ingredients List (SCIL), IRIS EP A actions o Rules (e.g., SNURs) and other actions ‹ M anufacturing, Processing, Use and Release Data o Chemical Data Reporting, T oxics Release Inventory ‹ Phased approach to entering data; currently ~1,500 chemicals § EP A will add chemicals and functionality regularly o
W HO DOES C HEM V IEW HELP ? § Chemical Users – EP A’s target audience Processors, formulators, distributors can compare available data o on multiple chemicals Promotes informed decision making and safer chemical choices by o chemical user community § Additional Users Risk Assessors o ‹ Ready access to publicly available screening level information, as well as source documents Risk Communicators o ‹ At a glance results on the information EP A has on TSCA chemicals ‹ Data provided to EP A on health/environmental effects; EP A assessments of chemicals (e.g., HCs, alternative assessments); regulatory information
Search Criteria Note: These are “ and” criteria Chemical groups Results are color-coded such as Design for against the selections in Environment: Safer the Output section. Chemical Ingredient List Chemical categories Thumbnail of chemical such as anilines structure is displayed. or cobalt compounds Choose which outputs will appear in the results.
ChemView Highlights Chemical “ home page” describes available info Chemical name and synonyms Structure Output type Effects and number of endpoint test submissions
ChemView Highlights First layer of results include: Quick view of all results under one type of endpoint
ChemView Highlights Link to full source document Second layer of results include: Chemical information Short summary and description by effect, endpoint, and testing submission
ChemView Highlights Source document
ChemView Highlights Example of USE selection with across the board results – Solvent
ChemView Highlights Example of USE (Solvent) and Endpoint selection for developmental/ reproductive selection with across the board results
F UTURE I M PLEM ENTATION A REAS § Add content § Enhance search capabilities for specific audiences § Enhance scope through tabs to related chemical information (EP A, Federal, International) § Continue outreach and solicit feedback § Infrastructure enhancements o One EP A portal for chemical safety.
S EEKING F EEDBACK § Planned survey to seek feedback from users later this Spring. § Comment feature built into the web site. EP A encourages comments/suggestions for improvements. www.epa.gov/chemview Thank you!
