Rules • Volleyball Manitoba adheres to the 2018-2019 Volleyball Canada Rule Book • Any exceptions/alterations to the VC Rule Book will be noted in the VM Age Class Handbook (i.e. MVA 200 is VM official ball at 15U and older, VQ2000Plus is the VM official ball at 14U and younger) • 13U age category will continue with the Triple Ball playing format. • Resources available on our website • Rule Changes as outlined in the Handbook – P. 7-10

  7. Rulebook Changes • Compression wear can be any single solid colour. The single solid colour does not need to be the same for each player. • Coach sits on the team bench, but may leave it (i.e., the Coach can sit anywhere on the bench) • It is improper to request any regular game interruption: • by a coach that is not at the end of the bench nearest the scorer when sitting, • or from the extension of the attack line in the free zone when standing or walking. • Any direct unsportsmanlike communication or behaviour from team members on the bench towards the referees will automatically result in a Stage 2 misconduct warning, penalty, expulsion, or disqualification. • During the toss, the first referee must ask the captains if they are the Libero player for the first set. If one answers “yes”, then the team captain must be replaced before the toss and the re-designated captain will sign the score sheet.

  8. 13U • No Player Specialization • Each rotation will have a different designated player assuming the role of setter. • Before the beginning of the set the coach must note on the scoresheet which court position the setter will be in. • This can be court position #1, #2 or #3. • However, it is strongly recommended that court position #1 only be used for advanced 13U teams capable of adding this level of difficulty without reducing the number of rallies or pass, set, attack sequences.

  9. Fairplay (13U & 14U) • All players listed on the score sheet must start the first or second set. • Substitutions are not permitted in the first or second set. • In the case of injury, an Exceptional Substitution may be made. • The injured/ill player may not return to the same set, but may return to play in subsequent sets. • Any line up can be used at the start of the third set

  10. Playing the Ball (Rule 9) • To encourage longer rallies and spectacular actions, only the obvious violations are to be whistled. Therefore, when a player is not in a very good position to play the ball, the first referee will be less severe in his/her judgment of ball handling faults. For example: • The setter running to play the ball or forced to make a very quick action to reach the ball in order to set. • The players are forced to run or make very quick actions to play a ball after it has rebounded from the block or from another player. • The first team contact may be freely made except if the player catches or throws the ball.

  11. Referees • Volleyball Manitoba and the Manitoba Volleyball Officials Association are always looking to expand the pool of Certified Referees • If you or someone you know is interested in becoming a Certified Referee, there is one more Level 1 Certification Clinic scheduled for January 12, 2019 at Sport Manitoba. • If you are interested in having MVOA Referees work your event, please contact Ed Toews at edtoews@mvoa.ca or Bev Workman (Brandon) at bev_workman@hotmail.com • It is recommended and encouraged by Volleyball Manitoba that all Sanctioned Events utilize Certified Referees, as this provides Athletes and Coaches with valuable experience interacting with Certified Referees while also providing referees with a developmental experience in anticipation of Provincial and National Championships

  12. Club / Team Registration Info • All Clubs are required to submit a Club Information Form at the beginning of the season (or update previous years information) • Club can be one team or a multi team club. • This form will include information relating to their Club Executive Structure, Club Contact Information and Club Coach Certification and Screening Information. • The form also helps us in determining teams within a club • This form is required to be submitted before Clubs/Teams participate in any sanctioned activities. • The sooner we receive the better so we can review compliance of your coaches to avoid ineligibility, etc.

  13. Registration Info • All Club, Team, Coach & Athlete, and Provincial/National Championship Registration is completed through the VRS • All Clubs and Teams must be registered in the VRS by March 21 st • Roster Lock Date, March 28 th • Rosters must contain a minimum of 8 Athletes, and a maximum of 15 Athletes • Rosters must contain at least 1 Coach and 1 Team Contact (can be same individual) • Individual Registration Forms must be completed for all Athletes and Coaches, and must be available upon VM request • Forms DO NOT need to be submitted to VM

  14. Registration/Roster Info • Athletes may only register with 1 Club • Within a Club, Athletes may play on more than 1 Team • Athletes may play on more than 1 Team within THE SAME Age Category up to the Roster Lock Date, after which they may only be registered to 1 Team within an Age Category • Athletes may play on more than 1 Team within DIFFERENT Age Categories all season, as long as they are registered with all Teams on which they are playing • Athletes can not compete with more than one team in any given event • An Athlete CAN NOT compete with 2 15U Teams in 1 Tournament • An Athlete CAN NOT compete with 1 15U Team and 1 16U Team in 1 Tournament • An Athlete CAN compete with 2 different Teams in 2 different Tournaments on the same weekend, granted the Tournaments are not run congruently • i.e. 1 tournament Saturday, 1 tournament Sunday
