Village Snow Removal & Ice Control Plan
Purpose • Maximize public safety and prevent damage to life and property • Communicate to residents and other stakeholders how the Village manages snow removal • Establish clear guidelines for Public Services staff 2
Overview • Salting operations – Commence as deemed necessary, often in combination with snow plowing operations – Continue until conditions deem it unnecessary or ineffective • Snow plowing operations – Commence after 2” of snow accumulation – Clean-up time depends upon size and duration of event 3
Overview • Fleet and Equipment Investment Update – Truck #7 Replacement – Board Approved Purchase in May • Expected Delivery 12/2015 • Truck is equipped with pre-wet salt system • Old truck will remain in fleet as a back-up unit in case of a failure – Purchased new plow for Large Plow Truck Unit #22 – Purchased back-up snow plow from the Village of Elwood, which is available in case of breakdown – Purchased snow blower attachment for skid steer Unit #93 4
Order of Priority • To maximize safety, the Village ensures that priority is given to the following: – Main roads, school routes and central business district – Commuter train platforms (Brush Hill and Highland Station) – Secondary streets – Sidewalks: near schools, central business district, commuter routes and municipal campus 5
Order of Priority • Once main priorities are addressed, secondary attention is given to the following: – Cul-de-sacs – Parking lots in central business district and parks – Alleys – Town clean-up (removal of plowed snow) 6
Salting Operations • The Village has a finite amount of salt each season and must manage its supply by: – Salting main roads, school routes, curves, steep grades, and intersections on secondary streets – Pre-wetting salt to increase effectiveness(as equipment turns over, new plow trucks will have this capability built in) – Salting parking lots and cul-de-sacs depending on conditions – Limiting salting of alleys to spot applications at the discretion of the Public Services Director 7
Salting Operations • The Village contracts for salt through the State of Illinois Central Management Services & DuPage County Department of Transportation • Two contracts provide redundancy in ordering should a shortage arise • Typical annual use is 1200 tons – Annual Allotment • 600 tons (State of Illinois – 80/120 Program) • 600 tons (DuPage County – 80/130 Program) 8
Plowing Operations 11 • The Village is divided into six 7 plow sections, 22 and one plow 9 is typically 4 34 assigned per section 9
Plowing Operations • Removing snow from main roads, school routes and central business district is first priority • Level of response is dependent upon size and duration of event 10
Plowing Operations • The Village contracts with a private meteorological service for up-to-the-minute notification of conditions (telephone, email, fax) – Conditions are deemed Green , Yellow , Red or Black – Condition Black dictates that Public Services staff may move to 12-hour shifts for round-the- clock response 11
Snow Clean-Up Goals • Green No call-out expected • Yellow Salting begins; all roads passable within 5 hours of end of snow event • Red Less than 8” of snowfall; main and secondary roads clear within 12 hours of end of snow event; removal operation complete within 24 hours • Black 8” or more of snowfall; main roads clear within 12 hours of end of snow event; secondary priorities passable within 24 hours; clean-up continues as needed until complete 12
Stakeholder Contributions • Snow removal is a cooperative process involving the Village and its stakeholders. The public can assist by: – Residents and private contractors NOT shoveling snow into streets that have already been plowed – Keeping sidewalks clear of snow and ice – Shoveling out fire hydrants during large snow events 13
