CAA has completed Working Paper #4 highlighting development recommendations and environmental review components. CRCOG staff participates on the Technical Advisory Committee (TAC) for the Master Plan Update. The bullets below and the attached presentation highlight key components of the Master Plan and working paper. Working Paper #4 can be found on the project website at: http://www.bradley- planning.com/project-documents/ . It should be noted that a new Ground Transportation Center (GTC) and Consolidated Rental Car (CONRAC) facility is in the final design phase with construction scheduled for this year and next. It is forecasted that Bradley International Airport will see an Average Annual Growth Rate (AAGR) of 2.2% for enplanements. Air carrier operations are projected to see an AAGR of 1.7%. Airfield Development recommendations include: Closure of Runway 1-19 (due to minimal activity to the Airport, one-way operation, o and intersection with other runways which restricts its use) An extension of Runway 15-33 (by approximately 255 feet) o o Upgrades to and extensions of taxiways Expanded aircraft overnight parking areas and apron improvements o Centralized de-icing apron o Terminal concepts were developed to focus on the same general location and aimed to integrate into the existing access roads, parking garage, and aircraft apron area. It is recommended that short-term development should prioritize fully utilizing Terminal A prior to investing in a new Terminal B. It is further recommended that, due to changing programmatic requirements of Bradley’s passenger facilities, Terminal B should follow the Consolidated Terminal Alternative allowing for a more cohesive terminal experience for passengers at a lower cost. Recommended offsite access improvements to the airport include replacing existing at- grade signalized intersections with roundabouts along Schoesphoester Road to reduce congestion and maintenance costs. Enhancements such as landscaping, lighting, sidewalks, and bus shelters are also part of the recommended concept. Parking recommendations include an expansion of Lot 3 to provide overflow parking in close proximity to the terminal. in phases following property availability as existing airport leases expire. Estimates are such that capacity could provide space for approximately 2,000 to 4,000 vehicles. CAA will be attending the April 25, 2018 Policy Board meeting to discuss items relating to the Master Plan, and they are looking to collect any comments by May 1, 2018.
