  7. 7 Greencape is strategically positioned to act as a conduit of key industry information in the green economy Government Imperative: Green Economy Accord • New Growth Path • Integrated Energy Strategy • IRP2010 • Western Cape Green Economy • Strategy • Gained detailed understanding of industry – • Utility scale renewable energy sector valued to GDP at C. R7b power projects; • Manufacturing focus – sector valued to GDP at • Skills curriculum development; C.R3.5b: • a Skills center; • Clarity on local content requirements • Manufacturing land in Atlantis; from DoE • Increased local content in round • Clarity from DOE on longer term REFIT requirements in round 3 of plans (evolved to REIPPPPP) REIPPP; • Component testing of SWH agreed to by • GreenCape initiative • Established working groups for SABS established the waste and green economy, • One or more local companies appointed respectivedly to manufacture components for wind and solar power plants • A database on green economy companies is produced 2010 2011 2012 2013 7 Source: GreenCape, 2010-2013

  9. 9 Low cost housing market: current challenges  Climate change risks will have devasting impacts for the low income households : energy (mostly electricity and fuel, water, heating, etc.  Rising costs of resources food, electricity, transport, etc.)  E.g. RDP House heating load of 3,401 kWh/annum at cost of R4081.87  RDP House emissions = 3,264 kgCO ₂ (from energy only) The United Nations Environment Program (UNEP) defines the „ green economy ‟ as “…one that results in improved human well- being and social equity, while significantly reducing environmental risks and ecological scarcities” (2012). 9

  12. 12 Western Cape Green Economy strategic & progress to date WC Green Strategic Built Economy Priorities Environment Strategy focal areas • Energy • Water • WC as ‘Green • Low cost housing Economy hub of • Built Environment sector Africa’ • Market • Transport and • 110% green Agriculture sectors intelligence report of WC market The green economy is centred on investment in new & expanded market opportunities that support a low carbon, resource efficient & socially inclusive economic pathway 12 Source: WCPG, 2013

  13. 13 The key stakeholders identified as key to greening of the built environment sector • Human Settlements (national, provincial, local) Government • National Treasury • Architects, building contractors, quantity surveyors, building material Business manufacturers, consultants, Incl. agencies planners, etc. • Agencies such as GBCSA, EcoSpecifier, etc. • Universities (CPUT, Stellenbosch, UCT, Academia research institutions (CSIR) Supporting stakeholders: Trade unions, South African Bureau of Standards (SABS), Industry Associations (SAPOA, WCPDF, NHBRC, 13 TIASA, etc.) and housing

  15. 15 Market Intelligence (High Level) (cont.) Consultants and Designers and Manufacturers Agencies Architects Government must lead by Information dissemination Introduce policy incentives to example (supply chains must Greening start at planning level create markets for eco building allow for greener building supply chains (e.g. natural materials) building standards) Issues raised by Built Environment suppliers in WC 15

  16. 16 Agenda  Overview of GreenCape and Projects  Key Success to date  Discussion: Built Environment overview  Market opportunities  Conclusion 16

  17. 17 SANS 10400-XA has presented several opportunities for an increase demand in greener construction principles  Part of the National Building Regulations  Part „XA ‟ covers „ Energy usage in buildings ‟.  Requires buildings to comply with a basic standard of energy efficiency  Provides specifications for:  Hot water energy efficiency (i.e. Min of 50% of heated water must come from renewable sources)  Building envelope efficiency (walls, roofs, windows, 17 floors insulations levels must meet minimum R-values) Source: SABS, 2013

  18. 18 Some ground-breaking work being done in low cost housing market: CSIR BASF House Energy saving = 306.5  MWh/annum Carbon saving = 6.13m  tCO ₂/annum Water saving = 18.69  Ml/annum Factor RDP House SANS204 BASF House Heat 3,401 kWh/annum at cost 2,127 kWh/annum at cost 277.77 kWh/annum at cost of R4081.87 of R2553.26 of R566.66 Emissions (Electricity) 3,264 kgCO ₂ 1,071 kgCO ₂ 265 kgCO ₂ Water 4,557 l/annum 2,850 l/annum 371 l/annum 18 Source: CSIR, 2013

  19. 19 Built Environment professionals (quantity surveyors) are starting to take advantage of opportunities in the green economy Conference Objectives: To provide a platform to debate and highlight the vision of the built environment professions towards a changing towards sustainable built environment principles. Conference Outputs:  Presentations of peer-reviewed research on the “rands and cents” of green buildings:  Scope to close loops within the construction process  Built environment has opportunity to promote sustainability (design, life cycle analysis, government building projects) Source: SACQSP Conference, 2013 19

  20. 20 110% green’s Better Living Challenge and World Design Capital 2014 110% green presents an opportunity for industry participants to:  Promote the development of sustainable housing solutions that improve lives, are affordable and offer people choices. The solutions need to address shack dwellings, backyard structures, RDP home and affordable housing.  Enable designs/products to get to market. Who? Manufacturers, Designers, Students, academics, etc. When? Now Key Partners of Better Living Challenge include the following 20

  21. 21 Some Good News and things to look out for in 2014 -  Likely promulgation of SANS 10400 XA could incentivise the need of new markets in the market. E.g. Manufactures of insulation material for ceiling, wall, etc to meet the legislative requirement  the country housing backlog presents an opportunity (approx. 500 000 houses in Western Cape)  World Design Capital 2014 (need I say more???)  Implementation of National Development Plan (finally!!!)  Youth Wage Bill passed to promote youth employment “If you want to build a ship, don’t drum up people to collect wood and don’t assign them the tasks and work, but rather teach them to long for the endless immensity of the sea.” Antoine de Saint Exupéry 21
