General Info TIP Selection 2016 Project selection - Every 2 years Project Selection - Technical analysis of submitted proposals is done by MPO staff and MPO TAC - Final approval is recommended by MPO TAC approved by MPO RPC Application - Municipalities, county, UDOT, UTA, and government sponsored private groups can apply - Starts with Project Idea Form and concludes with a Concept Report Mountainland AOG
Eligibility TIP Selection 2016 Projects, Programs, Studies - Road widening, new roads, shoulders - Traffic signal modernization (not new signals) - Transportation, land use studies - Safety projects, spot improvements - Active Transportation (Bike/Trail) - Bridge Projects - ITS, Transit, Park and Ride Projects - Air quality equipment/promotion Mountainland AOG
Eligibility TIP Selection 2016 Concept Report Government Approval - Local projects Concept Reports must be approved by municipal/county leadership (mayor, council, manager, commission). - Should be supported in General Plan and have had the opportunity for public comment. - UDOT, UTA and DAQ must be approved by the regional director. Mountainland AOG
Functional Class Map TIP Selection 2016 Highway and active transportation projects (trails/bike lanes) associated with a road must be on the functional highway system Mountainland AOG
TransPlan40 TIP Selection 2016 Project must be in or supported by TransPlan40 - Collector roads on functional class map OK Highways Active Transit Trans. Mountainland AOG
Funding TIP Selection 2016 MPO Programming - MPO federal funds and Utah County Transportation Sales Taxes - Generally available for FY2019-2020 - About $30m to $40m available - Project local match varies Current Projects - Funded through 2018 - 43 projects totaling $184m Mountainland AOG

Project Ideas TIP Selection 2016 Project Idea Form - One page form that includes - Project description, type, phasing, ROW - Draft cost estimate - Local process info - Maps, diagrams, charts, etc. - MAG staff review draft form with sponsor, gives suggestions for final submittal - Sponsors present to MPO TAC - TAC votes to move project forward to Concept Report stage (non-binding) Mountainland AOG
Concept Report TIP Selection 2016 Concept Report - Requires more detailed cost estimating - All non-road widening projects require detailed air quality work - Blank form can be obtained along with the UDOT Cost Estimating Worksheet on the Mountainland webpage at www.mountainland.org/tipselection - Not all projects will use the UDOT Estimating Worksheet (transit, ITS) - Concept Report and accompanying info must be submitted in one PDF file - MAG staff review draft report with sponsor, gives suggestions for final submittal Mountainland AOG
Staff Ranking TIP Selection 2016 MPO Staff Ranking - MPO staff review each Concept Report - Use ranking matrix based off identified questions in the Concept Report - Staff ranking is given to MPO TAC as information, is non-binding Mountainland AOG
Field Review TIP Selection 2016 Field Review - Visit each project in the field that is viewable - MPO TAC members are invited on the tour - Sponsors present in the field what is being proposed - Typically weighs the most toward the final ranking of projects Mountainland AOG
Project Selection TIP Selection 2016 Create Project Ranking List - MPO TAC creates Project Ranking List - In ranking, committee members use their knowledge of the Concept Reports, MPO Staff Ranking, and Field Review - Available funding is not used in creating the ranking list - Each municipality, the county, UDOT, UTA, and DAQ have one vote per project - Voting is done with electronic tallying software Mountainland AOG
Project Funding TIP Selection 2016 Creating the Draft Funding List - MPO staff use the Project Ranking List created by MPO TAC to assign available funding - Most flexible funding sources are assigned to higher ranked projects - Federal funds are first used for UDOT and UTA projects - When complete, the Draft Funding List is returned to MPO TAC for review and recommendation to MPO RPC Mountainland AOG
Final Approval TIP Selection 2016 Project and Funding Approval - MPO RPC reviews the work done by MPO TAC - Final approval of the Project Ranking List and Funding List is by MPO RPC - Any projects not funded stay in ranking order for additional funding if they come available - Project Ranking List is valid for 2 years - During this time, projects can be amended to the list Mountainland AOG
