Saldanha Bay Municipality is very poorly provisioned and serviced with modern ICT infrastructure 3. The legacy telecommunications infrastructure is totally outdated and does not enable economic development, job creation and enablement of the community especially the youth 4. Broadband services alone is not an affordable option for local government

FREE END USER VALUE ADDED SERVICES • SBM is not a n ISP and has now interest in supplying ISP related services • To help individuals to experience the fibre we added VAS from sponsored ISP for a 3 month period. • The VAS services include but are not limited to: – High Speed, Secure and reliable INTERNET Service – TV Services – Video Streaming Services – E‐Learning Content – Municipal Service Communication – Demonstration Centre at AM science centre

THE COUNCIL RESOLUTION • That the report and annexures be noted; • The POC report back is in relation to the council approved business plan; The full value proposition of the 200 end point will be tabled in after completion and post connection; • That open access fibre network infrastructure be adopted by council as the next-generation utility infrastructure as a vehicle to create new revenue; • That council adopt the open access network as a basic utility service and that it form part of basic infrastructure development plans if and when it is viable; • That the further role out of the fibre infrastructure be phased based on financial viability and availability of funds; • That the project be described in more detail in the IDP;

  29. • Freedom to choose you provider – open access infrastructure is open to all • Reduced cost of communication – 48 % of the cost is for the physical network installation • Easy to switch between providers • Allows for better e‐government solutions • Makes cross subsidising lower income groups possible for the municipality • Smart city/town concepts • Revenue enhancement • Better broadband penetration and uptake • Municipal owned television stations
