Stage I Overview • The Stage I program is a control strategy for ozone nonattainment areas and covered attainment counties to control volatile organic compounds (VOC). • Stage I vapor recovery captures vapors released when gasoline is delivered to a storage tank. • Stage I compliance is determined by the gallons of gasoline dispensed each month and the county where facility is located. Stage I Vapor Recovery Requirem ents • Stage I vapor recovery is required at: – all gasoline dispensing facilities in nonattainment counties; – facilities in five DFW outlying counties with throughput ≥ 10,000 gallons per month; – facilities in eight counties in Austin and San Antonio Early Action Compact Areas (EAC) with throughput ≥ 25,000 gallons per month; – facilities in covered attainment counties with a throughput ≥ 125,000 gallons per month; and – facilities in remaining parts of the state with throughput ≥ 100,000 gallons per month (per federal rule). Stage I Testing Requirem ents • Why is TCEQ addressing Stage I testing requirements? • With proposed decommissioning of Stage II vapor recovery, gasoline dispensing facilities in nonattainment areas would not have to comply with any state testing requirements. • Currently there are three different testing requirements throughout the state. Stage I Testing Requirem ents • Stage I testing requirements are not uniform within state program areas or between state and federal programs. • Current Stage II facilities in 16 nonattainment counties must complete TXP-101 vapor manifold test (triennial) and TXP-102 pressure decay (annual) tests. • Facilities in 95 Central and East Texas counties visually inspect for leaks or vapors and significant odors. • Facilities in the remaining 143 West Texas counties must complete federal testing requirements similar to TXP-101 and TXP-102 at installation and once every three years. Potential Revisions to Stage I Testing Requirem ents • Option 1: Require facilities in all 111 counties in Central and East Texas and El Paso under state Stage I testing requirements to continue with these requirements. • Option 2: Require current Stage II facilities to continue with TXP-101 and TXP-102 testing requirements. • Option 3: Require facilities throughout the state to comply with federal Stage I testing requirements. • Option 4: Require facilities in all 111 counties in Central and East Texas and El Paso under state Stage I testing requirements to implement TXP-101 and TXP-102 testing.
