Definitions HPT: Health Protection Team PHE: Public Health England Possible or suspected case: staff member or child with a new continuous cough and/or high temperature and/or a loss of, or change in, normal sense of taste or smell (anosmia). Confirmed case: staff member or child with a laboratory test positive for COVID-19/SARS-CoV-2 with or without symptoms. Outbreak : Two or more confirmed cases of COVID-19 among children or staff who are direct close contacts, proximity contacts or in the same cohort or ‘bubble’* in the early years or childcare setting within 14 days. * a cohort or ‘bubble’ might be a year group or other defined group within the early years or childcare setting. This definition aims to distinguish between transmission occurring in the community versus transmission occurring within the early years setting.

  3. : t Definitions Household Contacts: Those living together (sharing kitchen, bathroom), or • Spending a cumulative >8hours in the same household or • Sexual contacts, or • Cleaners (even if resident is not at home during cleaning) • Non-household Contacts: had face-to-face contact of any duration (less than 1 metre away) with • the case, or were coughed or sneezed on by the case, or • had unprotected physical contact (skin to skin) with case, or • spent more than 1 minute within 1 metre of the case, or • spent more than 15 minutes within 2 metres of the case, or • travelled in a car or other small vehicle (even on a short journey), or • Airline contacts… •

  4. The school’s responsibilities • Schools will be responsible for development and implementation of local processes to reduce the risk of COVID-19 transmission, in line with national guidance • Schools should direct staff/children who have symptoms to the NHS Test & Trace, who will arrange testing when appropriate and initiate tracing of contacts as appropriate • Schools will help PHE identify contacts of cases in the school environment following national protocols • When an outbreak or confirmed case occurs, schools will be responsible for communicating with parents, children and staff, making use of template letters. • Schools should monitor their absenteeism rate, and if concerned that an increase could be related to COVID-19, should notify PHE. • Schools should inform the Local Authority and PHE Health Protection team of any confirmed case of COVID-19 in staff or children. National guidance asks schools to send these out. There are different letters for different scenarios (contacts of case, outbreak in a school, single case in a school.

  5. Prevention Ensure that sufficient handwashing facilities are available. Where a sink is not nearby, ensure that hand sanitiser is available. • Clean surfaces that children and young people are touching, such as toys, books, desks, chairs, doors, sinks, toilets, light switches, • bannisters, more regularly than normal. Ensure that all adults and children: • frequently wash their hands with soap and water for 20 seconds and dry thoroughly. Review the guidance on hand cleaning. • Clean their hands on arrival at the setting, before and after eating, and after sneezing or coughing. • are encouraged not to touch their mouth, eyes and nose. • use a tissue or elbow to cough or sneeze and use bins for tissue waste (‘catch it, bin it, kill it’). • Ensure that help is available for children and young people who have trouble cleaning their hands independently. • Consider how to encourage young children to learn and practise these habits through games, songs and repetition. • Ensure that bins for tissues are emptied throughout the day. • Where possible, all spaces should be well ventilated using natural ventilation (opening windows) or ventilation units. • Prop doors open, where safe to do so (bearing in mind fire safety and safeguarding), to limit use of door handles and aid • ventilation. Get in touch with public sector buying organisation partners (for example ESPO, YPO, NEPO) about proportionate supplies of soap, • anti-bacterial gel and cleaning products if needed.

  6. Personal Protective Equipment (PPE) The majority of staff in schools will not require PPE beyond what they would normally need for their work, even if they are not always able to maintain a distance of 2 metres from others. PPE is only needed in a very small number of cases including: • children, young people and students whose care routinely already involves the use of PPE due to their intimate care needs should continue to receive their care in the same way • if a child, young person or other learner becomes unwell with symptoms of coronavirus while in their setting and needs direct personal care until they can return home. A fluid- resistant surgical face mask should be worn by the supervising adult if a distance of 2 metres cannot be maintained. If contact with the child or young person is necessary, then disposable gloves, a disposable apron and a fluid-resistant surgical face mask should be worn by the supervising adult. If a risk assessment determines that there is a risk of splashing to the eyes, for example from coughing, spitting, or vomiting, then eye protection should also be worn Further information can be found at: Coronavirus (COVID-19): implementing protective measures in education and childcare settings

  7. Actions – To be completed now • Ensure that details of ‘bubbles’ are kept up to date and are stored centrally (names/D.O.B) • Ensure as much information as possible is gathered regarding each child’s circumstances e.g. living arrangements, does the child have contact with both parents if separated? Does the child use school transport? • Personalise the letter template to send to parents/carers where there is a possible case and save it on the system (Please note: all other letters will be provided by the HPT at the time they are required). • Review the school’s risk assessment and include ‘Test & Trace’ procedures.

  8. Actions – To be completed if there is a possible/suspected case • If a child, young person or staff member develops symptoms of COVID-19, they should be sent home and advised to self-isolate, along with their fellow household members and should book a test. Please note: All children can now be tested – including those under the age of five. • The national guidance does not deem isolation of the bubble necessary on the basis of symptoms only. We would also ask that you inform the LA as soon as possible using EmergencySchool.closure@cambridgeshire.gov.uk Within the email, include: • Name of school • Number of pupils/members of staff with symptoms • Confirmation that the pupil/member of staff has booked a test

  9. If symptoms develop during the day whilst school: • If a child is awaiting collection, they should be moved, if possible, to a room where they can be isolated behind a closed door, with appropriate adult supervision if required depending on the age of the child. Ideally, a window should be opened for ventilation. If it is not possible to isolate them, move them to an area which is at least 2 metres away from other people. • If they need to go to the bathroom while waiting to be collected, they should use a separate bathroom if possible. The bathroom should be cleaned and disinfected using standard cleaning products before being used by anyone else. • PPE should be worn by staff caring for the child while they await collection if direct personal care is needed and a distance of 2 metres cannot be maintained (such as for a very young child or a child with complex needs).

  10. Actions – To be completed if there is a confirmed case If you have a confirmed case in school, you must notify the Health Protection Team of Public Health England on 0300 303 8537 (option 9) or via eoe.crc@phe.gov.uk. They are likely to ask for: • Setting Name & Address • Primary Contact at the setting • How many students in total attend the setting • How many are attending at the time of this discussion • Number of potentially at risk (total staff and children) e.g. how many within the child’s ‘bubble’ • Number of possible/suspected cases • Number of confirmed cases We would also ask that you notify the LA using EmergencySchool.closure@cambridgeshire.gov.uk. We will then make contact to ensure that you have access to the appropriate support.
