BDS sector challenges • Inaccessibility of private BDS providers to grass root level actors such as farmers, farmers organizations and rural service providers • Limited understanding of market dynamics by public BDS service providers such as the Development Agents (DAs), cooperative officers and NGO staff who are closer to the grass root level • Under-developed market-led BDS • Weak market orientation of BDS providers that resulted in missing marketing strategies of services
BDS Sector Challenges • Lack of specialization on sub-types of specific services • Insufficient offers of sector specific BDS • Reactive instead of pro-active management and missing performance orientation of many BDS providers • Quantitative instead of qualitative targets of public BDS providers and as a consequence low quality BDS in some areas leading to disappointment among staff and target groups • Limited culture of paying for BDS services by users.

SYNOVIA objectives • Develop a network of high quality BDS service providers to help power a private sector led growth in Ethiopia • Foster and incentivize innovation in the sector as per the demand situation in Ethiopia • Allow for the most efficient and effective use of resources of BDS service users (deliver better value for their money) • Save foreign currency by reclaiming market currently served by foreign consultants and eventually exporting services abroad • Build the capacity of BDS service providers
