  3. City of Brantford • Population: 100,000 • Single-tier municipality • 2 Major Brownfield Projects Underway • Brownfield projects managed by: • *Planning Department • Technical support from other departments

  4. Site Context • Site is comprised of 2 properties owned by the City of Brantford • The site area is approximately 2.4 ha (6 acres) • Mostly surrounded by a residential neighbourhood. • 22 Sydenham Street directly abuts the CN rail line on the north side.

  5. • Smaller companies went bankrupt • vacant & underutilized infrastructure • Prone to vandalism, fire, pests, squatters

Project History 1991 - 2001 Major industry vacated the Site and portions of onsite infrastructures were • demolished. 2002 - 2004 After a subsequent fires, the City acting as the agent on behalf of the Medical • Officer of Health, demolished all remaining structures on site. The City proceeded with environmental investigations of the site, the demolition • of above ground structures, and removal of underground storage tanks. 2005 - 2011 The City entertained options for purchase and sale of the property. • City decided to undertake remediation and redevelopment of the site • T o achieve parkland/residential standards •

  7. Project Funding • 2012 Council approved $4.6 million to complete the remediation of the Sydenham Pearl Site to the highest environmental standards to support residential/parkland uses.

Project Mobilization 2012 RFP: Phase One and Two Environmental Site Assessments CH2M HILL Retained to oversee remediation and provide contract administration 2013-2015 Milestone Environmental Contracting was hired by the City to complete the remediation of the site, and remediation was overseen by CH2M HILL.

  11. Phase 2 - Remediation Program The remediation took 8 weeks to complete and included: • The removal of underground storage tanks • Excavation and offsite disposal of petroleum hydrocarbons in soil • Insitu-soil mixing to break down volatile organic compounds in soil and groundwater

Phase 3: Soil Cap Design and Construction Phase 3 took roughly 8-10 weeks to complete and included: • Asphalt stripping, transport and disposal excavation, • Crushing and reuse of concrete onsite; • Berm construction (CN requirement); • Installation of non-woven geotextile and soil capping over the entire site and; • Hydro-seeding, tree planting, and sodding.
