NDRIO Background & Purpose
Background & Purpose • To support the Canadian post-secondary research landscape, and to ensure it remains globally competitive, the Government of Canada has earmarked $572.5M over 5 years toward a national Digital Research Infrastructure (DRI) strategy . • Innovation, Science and Economic Development Canada (ISED) has set aside up to $375M of the 5-year federal funding to establish a national not-for-profit organization: the New Digital Research Infrastructure Organization (NDRIO) .
Background & Purpose • NDRIO will coordinate funding and strategic directions for national DRI activities related to advanced research computing ( ARC) , data management ( DM), research software ( RS) and cybersecurity within the DRI ecosystem , working collaboratively with all stakeholders. • CANARIE will continue to lead in the area of the Digital Network for Research & Education.

NDRIO Mandate • NDRIO will work with other ecosystem partners and stakeholders across Canada to ensure scholars and scientists have the digital tools, support, services and infrastructure they need to support leading-edge research that enables Canada to compete on the world stage. • Our work will help Canadian researchers ultimately benefit Canadians and others around the world.

NDRIO Membership
NDRIO Membership • NDRIO has two categories of membership: Primary (Voting) Members and Associate (Non-Voting) Members. o Primary (Voting) Members are post-secondary institutions, research hospitals and/or affiliated institutes eligible for Tri-Council grants. o Associate (Non-Voting) Members include post-secondary institutions that choose not to be voting members and organizations with responsibilities that relate to the national DRI ecosystem. • There are currently 136 Members (as of March 31, 2020) o 51 Primary + 85 Associate Members • Membership is not required to access NDRIO programs , which will be available to eligible researchers and research institutions across Canada.

NDRIO Priorities for 2020-21 Stream 1: Build the Organization 1. Finalize NDRIO’s governance, organizational structure and HR plan . 2. Establish the Researcher Council . 3. Articulate the strategic plan , including a national vision and strategy for growth in ARC, DM and RS , based on current-state and user-needs assessments. 4. Establish backroom finance and administrative functions , and management processes . 5. Define the NDRIO brand and establish communications mechanisms .
NDRIO Priorities for 2020-21 Stream 2: Build New Service Delivery and Funding Models 6. Build new service delivery and funding models, in collaboration with regions, host sites and other DRI partners . 7. Lead the development and delivery of initial project s (ARC – DM – RS). 8. Safeguard DRI resources through enhanced investments and coordination in cybersecurity . 9. Develop a joint DRI Ecosystem Plan, working with CANARIE .
NDRIO Priorities for 2020-21 Stream 3: Plan Transition Activities 10. Develop transition plans (to be completed in 2021-22) , providing for continuity of service delivery and the assessment of existing Highly Qualified Personnel and infrastructure. 11. Plan the coordination of transition activities across organizations , at the management and governance levels. 12. Lead development of a change management strategy and professional development plan . 13. Complete the transition of DM – CARL Portage .

Critical Transition Dates CARL Portage Data Management (DM) funding September 2020 ends ISED Advanced Research Computing (ARC) March 2022* expansion funding (infrastructure) ends CFI MSI funding (operations) ends March 2022 DM and Research Software (RS) funding March 2022 (CANARIE) ends * This date has been extended by one year due to impacts of COVID-19.
Recent Developments • The Board-led recruitment process for a permanent CEO is underway. • The current-state review is underway, consulting with regions, host sites and institutions. This will be completed in September. • A multi-disciplinary Researcher Advisory Group has been formed, with a mandate to consult with the community to develop the Researcher Council governance model; lead the Researcher Council nomination process ; and start the user-needs assessment process. • Working with the Canadian Association of Research Libraries (CARL) , the integration of the Portage Network has started, supporting Portage’s work in national research data management .
