  3. Nepal and the CBD Nepal became party to the Convention on Biological Diversity (CBD) in1994 Focal Point of CBD in Nepal:- Ministry of Forests and Soil Conservation Nepal prepared: 1. Nepal Biodiversity Strategy (NBS), 2002 2. Nepal Biodiversity Strategy and Implementation Plan (NBSIP), 2006- 2010 3. Fifth National Report to CBD (2014) Is in the process of preparation of: Nepal Biodiversity Strategy and Action Plan (NBSAP) 2014-2020

  5. Sub national implementation of strategy 1. Environment Friendly Local Governance Framework, 2013  Has made the provision of formation of “Environmental Friendly Local Governance Committees” at different levels 1.1 Central Direction Committee • Vice-chairman, National Planning Commission (NPC) is the Chair • Relevant ministries, Municipality/Village Development Committee (VDC) association and Federation of Nepalese Chamber of Commerce and Industries (FNCCI) serve as the Members The committee provides direction and is the central coordinating body for sub national implementation

Sub national implementation of strategy 1.2 Central Implementation Coordination Committee • Secretary, Ministry of Federal Affairs and Local Development is the Chair • Relevant ministries, Universities, Alternative Energy Promotion Centre, NGO Federation, Local government association, Environment journalist association serve as the Members  The committee coordinates and provides guidance for district level committee

Sub national implementation of strategy 1.3 District Coordination Committee • Chair, District Development Committee (DDC) is the Chair • Heads of major relevant district level government offices, Mayors of municipalities, Federation of Nepalese Chamber of Commerce and industries (FNCCI), District level NGOs serve as the Members Responsibilities:  District level coordination and monitoring  To work as the guiding body for planning and implementation of district level development activities ensuring the conservation of biodiversity and environment  Implement the decisions of central implementation coordination committee and report to the committee

Sub national implementation of strategy 1.4 Metropolitan/Sub metropolitan/Municipality Coordination Committee • Mayor, Metropolitan/Sub metropolitan/Municipality is the Chair • Executive Director of the municipality, Relevant government offices, Municipal FNCCI, NGOs serve as the Members Responsibilities:  Municipal level coordination and monitoring of biodiversity related programs, projects and activities  To work as the guiding body for planning and implementation of municipal level development activities ensuring the conservation of biodiversity and environment  Implementing the decisions of District level committee and reporting to the district level committee once every six months

Sub national implementation of strategy 1.5 Village coordination committee • Chair, Village Development Committee (VDC) is the Chair • Relevant government offices, Schools, Sectoral user committees, NGOs, Cooperatives serve as the Members Responsibilities:  Village level coordination and monitoring of biodiversity related programs  To work as the guiding body for planning and implementation village level development activities ensuring the conservation of biodiversity and environment  Implementing the decisions of District level committee and reporting to the district level committee once every six month

District Forestry Sector Coordination Committee Formation and Operation Guideline, 2005  Has made the provision of formation of District Forestry Sector Coordination Committee (DFSCC) in all districts (Maximum of 27 members in each) • Chair, District Development Committee is the Chair • Relevant government offices, I/NGO, entrepreneurs, community members serve as the Members Responsibilities:  Inter sectoral coordination and resolution of conflict arising from the probable impact of developmental projects on forest and biodiversity  Prioritize forestry and biodiversity development activities  Monitoring of community/leasehold/collaborative forest user groups

District Wildlife Crime Control Bureau Formed in line with Wildlife Crime Control Central Coordination Committee (Chaired by Minister, Ministry of Forests and Soil Conservation) Bureau Structure: • Chief Warden or District Forest Officer - Chair • Officer representative from relevant government offices, District Attorney General office, Police and Armed Police Force serve as the Members Formed in 14 districts out of 75 Responsibilities:  District and inter-district coordination for wildlife crime control  Formulation and implementation of district wildlife crime control plan/strategy  Documentation, reporting and sharing of wildlife crime related information

District Development Committees, Municipalities and Village Development Committees (Typical Sub national Governments) 2. National Parks, Wildlife Reserves, Hunting Reserve and Conservation Areas 3. District forest offices 4. District plant resources offices 5. Buffer Zone management committees/User Committees/User Groups 6. Community/Leasehold/Collaborative/Religious Forestry user groups 7. Private forest entrepreneurs 8. Religious communities (Temple and monastery management committees) 9. Central Zoo and mini zoos managed throughout the countries (ex situ) 10. Various I/NGOs

Results seen so far  Local people started understanding the meaning of biodiversity and its importance  Participation of biodiversity dependent communities in biodiversity conservation  Local people involved in biodiversity documentation  Inclusion of women, marginalized, disadvantaged and ethnic communities in planning and conservation, use and benefit sharing process  Promotion of indigenous knowledge and rights  Development of ownership feeling on biodiversity in grassroots level  Local government include biodiversity and park conservation special programs in each fiscal year programs

Strengthen National Biodiversity Coordination Committee (NBCC) Minister, Ministry of Forests and Soil Conservation - Chair 2 members of National Planning Commission (NPC) - member Secretaries (7) of relevant ministries - member Secretary, National Planning Commission - member Faculty Head, Tribhuvan University (Botany and Zoology dept.) - member President, Federation of Nepal Chamber of Commerce and Industries- member Experts (5) from National Level NGOs - member Secretary, Ministry of Forests and Soil Conservation - Member Secretary 20 members in all  National coordinating body for coordination and monitoring of biodiversity related programs for national and sub national level implementation

Sub national coordination and implementation of strategies Institutional arrangements and inclusion:  Strengthen District, Municipality and Village level committees formed as per Environment Friendly Local Governance Framework 2013  Include disadvantaged, marginalized and ethnic members in each committee Local Biodiversity Plan Formulation: Formulation of Local Biodiversity Strategy and Action Plan (LBSAP) by local governments • LBSAP should carry 2 broad functions:  ensure the translation of strategies and actions of NBSAP into local level  ensure local biodiversity conservation and local communities benefits

Future Plan of Implementation • LBSAP requirements:  Comply with NBSAP’s vision, mission and principles, which will be associated with the objectives and principles of the Environmental Friendly Local Governance Framework, 2013  Be developed in consultation with regional and local stakeholders  Align to international, national and local level legislation and policy prescriptions
