Workers in the IS Defin ed - Self-employed - Occasionally or personally hired - Subcontracted - paid and unpaid family workers in the household - incorporated and unincorporated enterprises - home workers - micro-entrepreneurs and producers - operators of sari-sari stores - all other categories who suffer from violation of workers’ rights Sec 4 p, Rule I, OP AO 21

Philippine Approach to Social Reform and Poverty Alleviation - Sector-Specific Flagship Program IS - protection by labor and social laws, - security in their workplace, - protection against discrimination, harassment and abuse - access to programs and services catering to their special needs and - organization into unions, cooperatives and other forms of associations Sec 2 f, Rule II, OP AO 21

  7. Cross Sectoral Flagship Programs - Institution-building and effective participation in governance - Sustainable livelihood programs - Expansion of micro-credit/microfinance services and capacity-building; and - Infrastructure build-up and development - Sec 2 Rule II, OP AO 21

  8. • Roles and Functions of the Flagship Lead Agencies - Ensure the effective implementation of flagship programs in coordination with other concerned agencies as they address the needs of the basic sectors, rural and urban poor communities. - Identify and facilitate resolution of issues and concerns related to the implementation of flagship programs; and - Undertake regular consultations with their counterpart Sectoral Councils Sec 2, Rule IV, OP AO 21 ( UN ESCAP)

  10.  SDC Functions - Recommend to SDC, policies, programs, and projects related to the IS consistent with national development objectives and priorities;  - Ensure mainstreaming of policies and programs for IS through institutionalization of support of various government agencies, local government units, social partners and civil society

  11. SDC Functions  Coordinate and monitor the implementation of programs and policies related to IS and recommend to SDC actions required  - Advise SDC on matters concerning IS.

Looking Back.. • NEDA created Sub-Committee on IS per Res. 3, S. 2002 • DOLE conceptualed Unlad Kabuhayan Program Laban sa Kahirapan or Worktrep Program to improve the socio-economic well-being of the IS by making their livelihood grow into viable and sustainable businesses or micro-enterprises; • Convened the 1 st NEDA SDC SCIS meeting on February 19, 2007 to solicit support from members of the Sub-Committee by way of a MOA concerning the formation of IA Network of Support Services with concrete program of action (convergence plan) to provide continuing assistance to the LGUs.

Looking back . . • Launched WORKTREP Program on March 1, 2007 and a MOA. • Called 2 nd NEDA SDC SCIS meeting September 14, 2007 on status of implementation of Worktrep and updates on NAPC WISC advocacy • Conducted workshop on DOLE livelihood programs in February 2008 noting too many livelihood programs for the same purpose but different target clientele; reformulated the framework, recoined it as capacity building program for livelihood; renamed to DILP in 2009. • Labor Standards and Social Protection Cluster – handles IS concerns
