Concurrency Calculation Issue u Schools like Southside become overpopulated due to the number of new residential projects in the district boundary. u Section 163.3180, F .S. allows local governments to allocate students produced by new developments to a nearby school district for concurrency calculation purposes. u Those students cannot attend the schools outside their boundary and the necessary funds for school expansion are never requested due to the loophole created by Section 163.3180. u This results in developers avoiding school concurrency fees, while students that new construction generates still being assigned to the overpopulated schools.
