  5. Study What happened? April 2014 Honiara flood - 24 deaths; 500 families homeless; 12, 000 IDPs; - Huge impacts on: local infrastructure, housing, property, livelihood and economy of the country. - Relocation of IDPs (approx. April Ridge 36 ha)

  6. Issues 1. Prevention of displacement  Lack of proactive measures to prevent disaster displacement;  Disconnect between efforts to formalise tenure and disaster risk reduction measures;  Lack of clear linkage between policies addressing urban land issues and prevention of displacement strategies;  Implementation of NDRMP 2010 (now NDMP 2018) more response and relief oriented.

Protection of Displacement  Inadequate coordination to address the protection needs of IDPs ;  More emphasis on disaster relief than on specific needs and protection of IDPs;  No explicit requirement for government institutions to provide information to IDPs about their human rights;  No mechanisms for IDPs to raise complaints or concerns;  No control mechanism in place to ensure relief items target specific needs of IDPs;  No explicit provision dealing with issues of distribution of relief and safety in evacuation centers.

  8. Issues 3 . Durable Solutions  Inadequate consultation with IDPs regarding their return to either their homes, a new relocation site or elsewhere;  Return and relocation strategy not durable because IDPs continue to have protection needs;  Consultation not adequately factored in to inform government’s policy design, planning and programs addressing durable solutions;  Repatriation and relocation was a one off process;  No explicit provision under the existing law and policy framework for durable solution approaches.
