Shoreline School District Update given by Student Services Administrators- Scott Irwin, Hillery Clark and Amy Vujovich
Supports for Students with Special Needs in before/after school activities As a general rule, any student can participate in before/after school activities (drama production, sports, etc.) regardless of disability status. There are some extraordinary circumstances that may warrant support through district or PTA funding. When in doubt, call the Director of Student Services. Q: Can we ask a special needs student not to attend a school district sponsored activity/sport/ event/field trip due to his/her special needs? A: No – a student cannot be denied access to that activity solely on the basis of special needs which may be challenging to accommodate. However, just like any student, there can be parameters put upon participation and attendance. If all students must meet certain behavior or other criteria in order to attend the activity/event, those rules generally apply to students with identified disabilities as well. If including the student materially changes the activity, call the Director of Student Services for guidance. Additionally, families are very aware of the needs of their students, and teams may discuss having some students attend school sponsored activities/events part-time or not at all, particularly for our very fragile students. This is fine as long as everyone agrees it is in the best interest of the student, and it is clear that attending the activity/event is an option. If the event is held during the school day (field trip, camp), students would attend school in lieu of attending the event and a plan must be made for them to still receive educational benefit. Q. Can we ask a special needs student not to attend a PTA or non-district sponsored activity/sport/event/field trip due to his/her special needs? A. No - as the school district provides significant assistance to PTAs (space to hold meetings/activities, advertising, etc.), PTAs must ensure that student needs are accommodated. PTAs are responsible for asking parents to identify student needs, and providing the training and supports necessary for students with special needs to attend and participate in these activities as they are designed.
Q: If a student has a 1:1 at school for a health or safety reason, do they get that level of support in the after school activity? A: Almost always yes – if a student’s needs are so extraordinary that they require 1:1 support in an educational setting, they almost always require that level of support in the after school setting. Q. How is support obtained for a student who requires it for a school district sponsored after school activity/sport/event/field trip due to his/her special needs? A. Staff make a request through the google form. Q. How do we obtain support for a student who requires it for a PTA or non-district sponsored after school activity/sport/event/field trip due to his/her special needs? A. This is handled through the PTA or other non-district entity that is sponsoring the event. Camp specific questions. Camp is a district sponsored activity: Q. Can family members or volunteers take the place of the staff aids assigned to the 1:1 student? A. Yes, with prior approval of the Director of Student Services, written parent consent, training of volunteer/family member on the students' specific needs, and completion of background checks that must be done on all volunteers. Q. Is there anything else I need to know? A. The camp staff should be made aware of the nature of the group/student without violating any confidentiality rules. For instance, there may be some activities that a medically fragile student should not engage in. They may be able to advise the local emergency services personnel about the presence of a group of campers with special needs so that they are prepared in the event of an emergency.
