Develop Phase 1 with an eye toward community activations (try a lot of difgerent temporary activities to see what resonates with the community). 2. The budget for Phase 1 activations should come from the rental income of the property and/or any other community contributions. The implication is that leases may need to be renewed on a short-term basis to continue realizing income.
