STATUTORY SPECIAL COUNCIL MEETING The purpose of this Special Meeting of Council is to discuss potential revisions that may be required to the Official Plan and provide an opportunity for the public to offer comments to Council regarding any issues or matters that should be considered in the Official Plan Review Pursuant to Section 26(3)(b) of the Planning Act, before making revisions to the Town’s Official Plan, the Town is required to hold a Special Meeting of Council, open to the public, to discuss the revisions that may be required
WHAT ARE WE INVESTIGATING Town’s Official Plan was approved in October, 2000. An Official Plan Review is required to address recent changes in Provincial legislation and County planning frameworks: • Provincial Policy Statement, 2014 • County of Simcoe Official Plan, 2014 • Growth Plan for the Greater Golden Horseshoe - 2009 Minister’s Zoning Orders • Lake Simcoe Protection Plan • South Georgian Bay – Lake Simcoe Source Protection Plan • Accessibility for Ontarians with Disabilities Act • Strong Communities Through Affordable Housing Act • Clean Water Act • Green Energy Act • Strong Communities Act (Bill 26, 2004) • Planning and Conservation Land Statute Law Amendment Act (Bill 51, 2006) • Smart Growth for Our Communities Act (Bill 73, 2015)
WHAT ARE WE INVESTIGATING Also incorporating Town studies into the policy planning framework: • 2015-2018 Council Strategic Plan • Capital Infrastructure Plan • 2009 Retail Analysis and Commercial Policy Review • 2011 Downtown Revitalization Strategy • 2013 Seniors Housing Needs Assessment • 2015 Economic Development Strategy • Downtown Bradford, Industrial Areas, and Seniors Housing Community Improvement Plans • Various Master Plans • Development Charges Background Study
FOUR PHASE ONE ISSUES EMPLOYMENT LANDS Answering four key questions: • Review the existing inventory 400-404 Link • Trends and target analysis • Employment lands demand analysis • Demand and supply reconciliation
FOUR PHASE ONE ISSUES GROWTH AND POPULATION DISTRIBUTION Addressing the growth management requirements of the Provincial Policy Statement, Growth Plan, and County of Simcoe Official Plan • Updated community profile (including population forecast) • Supply and demand reconciliation • Review of suitable opportunities for intensification • Estimates of housing mix requirements • If applicable, criteria for considering employment lands conversions
