  3. THE BACKDROP Property Development in Cambodia The property outlook in Cambodia looks promising, with land valuation in Phnom Penh rising 6.6% in 2017. There were signs that demand for high quality housing (including offices) has outpaced supply in the recent years, albeit a 22% spike in approval construction investment (with a combined value of US$6.8 billion) in 2017. This suggests further upside in land valuation and property prices going forward, and the spike could prove steeper than expected. The boom in the property sector of Cambodia can be attributed to a confluence of factors:  First, the ‘One Belt One Road Initiative’ has triggered an influx of FDI (majority from mainland China) into Cambodia, thanks to the latter’s strategic position in the Asian region.  Second, the intensive foreign participation in the property development of Cambodia has also translated into an increasing inflows of foreign expatriates and tourist arrivals.  Third, job creation in the economy (from FDI) has provided the well-needed boost to the purchasing power of locals in the country. This contributes yet another source of demand for quality housing. However, risks remain.  The hidden costs of licenses and approvals from relevant authorities could often prove bigger than expected. Corruption is flagged as the top reason deterring FDI in Cambodia, according to the World Economic Forum.  The rule of law in Cambodia has not been established. From this perspective, there were concerns among foreign investors about the legal protection of their businesses (or assets) in the country.  Cambodia is dominated by cash-based transactions. This implies that the disbursement of big-ticket investment spending could – and would – face challenges down the line. Recreation: Two 18-holes golf courses will be built. Lakes, moats and canals for sailing, boating, tracking for jogging and cycling will be built and are interconnected around the city fringes. Housing: A variety of housing types is encouraged to create a sense of diverse neighbourhoods, beauty, comfort and convenience with wide ranging amenities (such as local shopping, green spaces and playgrounds.
