Transport sector This revision has coincided with the evaluation of the Clean Vehicle Directive and the introduction of new test procedures to measure CO 2 and air pollutant emissions of vehicles. All these policies have been taken into account in the revision process of the EU GPP criteria for transport, to ensure a full harmonisation of the EU policies.

Market analysis Public sector is responsible for procuring around 620, 000 vehicles a year in the EU Markets are still dominated by vehicles using diesel and petrol Fleets are dominated by vehicles that meet Euro emission standards of Euro 4 or earlier
Status of road transport in 2 nd NAP A sector which has been addressed by GPP since 2012 Non-mandatory status – a choice for Contracting Authorities Annual statistics show that in 2017 – 85%, 2018 – 89% tenders were compliant The second NAP sets a mandatory status for this sector which will come into force in 2021
Definition and scope Covers 7 categories and puts forward 2 sets of generic technical specs for vehicles and services CPV codes are indicated as part of the definitions Special purpose vehicles such as ambulances and hearse are excluded from the scope

Type-approval CO 2 Value • In view of the 2020/2021 targets under the CO 2 emission regulations, their requirements have been taken into account in GPP criteria • The CO 2 values proposed in the criteria are set in different tiers from 2018 to 2021
Air pollutant emissions Applies to M 1 and N 1 vehicles with a mass not exceeding 2 610kg. All newly registered cars and LCVs have to comply with EURO 6 . The EU GPP criteria go beyond these mandatory requirements. From September 2019 must comply with a real driving emission performance which is EURO 6 for NO x and PM From January 2021 must comply with a real driving emission performance which is at most equal to 0.8 times the EURO 6 for NO x and PM
Gear shift indicators LCVs must be equipped with a gear shift indicator, meaning a visible indicator recommending that the driver shift gear
Energy consumption display The vehicles must be equipped with a mechanism to display the driver fuel consumption figures.
Minimum warranty Applies if the CA is requiring battery electric vehicles The tenderer must provide a minimum warranty of the battery of 150 000 km or 8 years against capacity loss below 70 % of its original value at delivery according to EN 626601.

Technological improvement options to reduce GHG emissions City buses, coaches and inter-urban buses must be equipped with one of the technologies classified in table 1 1. Mild hybrid 2. Full electric and plug -in 3. Dedicated natural gas
Air pollutant emissions performance • M 3 vehicles and M 2 vehicles with a mass exceeding 2 610 kg must meet Euro VI .
Exhaust pipes Vehicles’ exhaust pipes must be located on the opposite side of the passenger door at the rear of the vehicle.

Technological options to reduce GHG emissions Option 1 The bus routes must be operated using vehicles 1. Mild hybrid 2. Full electric and plug -in 3. Dedicated natural gas Option 2 The fleet must be composed of the following shares of vehicles equipped with one of the eligible technologies. Percentage is segmented each year
Tyre pressure monitoring systems Monitoring tools that achieve an average fuel consumption reduction GPP criteria state that LCVs and HDVs must be equipped with TPMS
Vehicle tyres – rolling resistance • Low rolling resistance tyres can reduce fuel consumption • Energy efficiency directive states that central governments should only purchase tyres that have the highest fuel energy efficiency class • GPP criteria enforce this through a technical spec and also give the option to CAs to buy rethreaded tyres

Technological options to reduce GHGs 1. Hybrid vehicles both diesel and natural gas 2. Vehicles equipped with energy accumulation/recovery systems 3. Vehicles equipped with load-sensing hydraulic systems 4. Vehicles equipped with electric bin lifts 5. Plug-in hybrid: Vehicle equipped with a battery pack which can be charged from the grid and provides the energy for the electrical drive of the body and lifter
Auxiliary units The vehicle’s emissions from the separate engines for auxiliary units (e.g. compactor, lifter,) must meet the exhaust emission limits according to Regulation (EU) No 2016/1628, Stage V.

Technological options to reduce GHG emissions Option 1 The waste collection route must be operated using vehicles with one of the eligible technologies listed for the bus criteria Option 2 The fleet must be composed of the following shares of vehicles equipped with one of the eligible technologies. Percentages are set for the different years.

Cyclelogistics According to CIVITAS – 42% of all motorized trips could be shifted to logistics by bicycle. High potential for document delivery, internal mail The tenderer must offer a service fleet that includes cycles and cycle trailers, which may be electrically power assisted cycles
