The Scope of the HST Contract The Highway Service Term contract of approximate initial value £30-35M pa which covers: Cat 1, 2 and 5 – Contractor Directed Services • – Emergency response, First line reactive repairs, Planned minor highway repairs and improvements, Holistic street lighting management service, Cyclical and routine maintenance for grass, drainage, safety barriers, street furniture, pumps and Winter Service A variable quantity of medium and large improvement schemes • (Cat 3 – HLB or Cat 4 works) on a design and build basis A variable quantity of carriageway maintenance, footways and • drainage (Cat 4 works) on a design and build basis The provision, management and operation of intelligent traffic • systems including traffic signals

Fundamentals of the HST Contract A fundamental move from Reactive to Planned works facilitated by: • A holistic approach to defect management based on asset intelligence: – Indentifying both Cat 1 and Cat 2 defects in a single inspection • Reviewing Cat 2 Work Pools monthly ( Reactive Asset Management ) with a view to: – Preparing planned interventions – Diverting works to the Cat 3 (Member funded) programme – Diverting works to the Cat 4 (Structural Maintenance) programme

The role of the Ringway DSA “ To liaise with the local community across the whole HST service and manage the effective implementation of the Cat 3 programme at a local level” The role of the Ringway LNT “To gather network intelligence through targeted condition surveys, interaction with stakeholders and close liaison with Safety Inspectors and the Supervisors who will deliver the Countywide Services in the area”

  7. Enhanced coordination of works The Operations Hub is central to Ringway’s approach to coordinating Contractor Directed Services in Hertfordshire. The role of the Hub is to: • Centrally prioritise all works to minimise network disruption • Mobilise emergency and reactive gangs • Link with the HCC ITCC to enable a coordinated Network Management approach • Provide real time information from eServe to CONFIRM • Co-ordinate “out of hours” support arrangements • Improve journey time reliability

Customer sees a defect Passed to 3 rd Party Fault Reported Call Centre (0300 1234 047) e.g. electric, gas, or District / Borough issues Online – Herts Direct Cat 1 (Safety) Ringway (Hub) urgent / safety Assessment made using HCC Related faults – goes straight Defect Management Policy out to be actioned on the ground Cat 2 (Non Safety Related) IWP/ FWP If not delivered via Cat 3 Ringway DSA to ‘Assess Checked against - to and Decide’ using HCC policy and criteria identify any links or promote Ringway re-consider priority status and develop programme New scheme via later that financial year of work for high priority (Cat 4) Cat 2 (Non Safety Related) Med / Low Priority defect(s) passed to HCC HLO for consideration under county member Cat 3 Budget
