History Establish a program to reduce recidivism in Tulare County, and change the lives of probationers by closing the revolving door to jail. Roles and Responsibilities Workforce I nvestment Board of Tulare County • Oversee goals, objectives and deliverables. • Schedule monthly meetings with partners to discuss progress, work plans, participant plans, and provide technical assistance • Serve as the fiscal agent and grant manager. • Monitor the subcontractor’s program activity and compliance, including fiscal, program worksites, interview participants and employers. Tulare County Sheriff’s Department • Dedicated Inmate Program Specialist • Prepare inmates prior to release for re-entry into community • Provide educational classes that will help set the foundation that the RESET program can build upon

Tulare County Probation Post Release Services • Two full-time dedicated Probation Officers • Facilitate RESET Job Readiness Workshops • Recruit and vet participants • Pre-Screen candidates prior to referring them to the Employment Connection Offices • Create Wagner-Peyser accounts within the RESET portal at tcreset.org • Provides supportive services • Co-case manage with Employment Connection staff • Provide follow-up services

Referral Process
Customized Program Design • A full-time dedicated Career Coach and Business Resource Specialist • Career Coaches provide career exploration and planning • Co-enroll in Supervised and WIOA Services • RESET participants are co-case managed with RESET Probation Officers • Business Resource Specialists work with businesses to develop transitional jobs, on-the-Job (OJT) and direct placements. • Career Coach provides an overview of the Employment Connection services and completes WIOA application and assessment process. • Access to resource room, attend workshops, job squad, supportive services, (bus passes, food vouchers, clothing vouchers, school supplies) and referrals to other community services agencies.
Co-Enrollment Services Business Resource Specialists work with targeted industries to develop transitional jobs, on-the- job training (OJT) and direct placements. • Target Industry Sectors: • Advanced Manufacturing • Renewable Energy • Transportation & Logistics • Hospitality • Agri-Business
Transitional Jobs Agreement • Transitional Jobs are 100% subsidized • There’s no obligation to hire • Service Provider is Employer of Record • Transitional Jobs introduce participants to a new industry to gain work experience and skills. • Short-term duration • 4-6 weeks • Minimum wage
Program Survey Participants complete surveys upon completion of each of the following components: • I ndividualized services: • Workshop, job search assistance, career guidance, etc. • Completion of Training • Occupational skills training, OJT, and / or transitional jobs
Challenges • Lack of referrals for Probation for the Mandatory Supervised (1170) population. • Solution: Expand the population to include participants who are on probation and post- release community supervised • Lack of Transportation • Solution: Probation assists with bus passes, and Business Resource Specialist work with businesses near participant’s residence • Lack of interest in occupational skills training
