Legislative Updates Appropriations Congress released a spending package Monday made up of "minibus" bills which finalize 2020 funding amounts House is expected to take up the package Tuesday with the Senate voting later this week, ultimately sending the measure to President Trump's desk for signature WAP- $308.5 million This is an increase of $51.5 million over FY 2019 $3.5 million is specifically reserved for Training and Technical Assistance at DOE Headquarters; this is an increase of $500,000 over FY 2019. Legislative Updates Appropriations Community Services Block Grant (CSBG) - $740 million This is an increase of $15 million over FY 2019. Low-Income Home Energy Assistance Program (LIHEAP) - $3.74 billion This is an increase of $50 million over FY 2019. Head Start - $10.6 billion This is a increase of $550 million over FY 2019. Deferrals Research 2019 Appropriations & Report Requests - $257 Million for WAP DOE is directed to provide to the Committees on Appropriation of both Houses of Congress a briefing on the kinds of information that is collected from grantees and the potential for collecting additional information that discusses the kinds of structural deficiencies that make homes ineligible for the program. 2019 Grant Application Instructions V.1.2 Approach to Determining Building Eligibility - Deferral/Referral DOE will develop a report on the current state of deferrals in WAP due to various types of deficiencies, to be completed mid-FY 2019. This year, DOE will also conduct an examination of the reasons homes are deferred and actions taken to address deficiencies.

The Jean Diggs WAP Champion Award is presented to individuals who are true champions for the cause of Weatherization. Case Study: Colorado Energy Office/Arapahoe County ● Nest Thermostat E added to existing low-income whole home weatherization program ● Pre/post billing analysis found homes that got a Nest Thermostat had average gas savings of 18.4% compared to 11.1% in standard retrofits ● Weatherization Assistance Program National Energy Audit Tool (NEAT) showed Nest thermostats to be very cost-effective, with SIRs ranging from 4.3 – 8.6 ● Only 5% of thermostats removed due to client request or hardware/compatibility issues ● The absence of WiFi did not have any significant impact on incremental savings! 2019 2017 | Confidential and Proprietary
