NASCSP Legislative Update Appropriations  House passed several appropriations bills in June  Energy and Water Bill (WAP @ $290 million)  Labor-HHS Bill (CSBG @ $760 million, LIHEAP @ $3.84 billion)  Senate still working on its appropriations bills  Probably wont see numbers until late July, votes maybe not until after August recess  Could be flat with 2019 amounts  Still no overall budget agreement between House/Senate/White House  Won’t be a lot of time in September before end of fiscal year  Could wind up with a CR or shutdown come Oct. 1 st

  4. NASCSP Legislative Update Reauthorization  CSBG Reauthorization is gaining co-sponsors in the House (40 right now)  Have not been any hearings held on the bill  CSBG reauthorization has not yet been introduced in Senate  WAP Reauthorization headed for House Energy and Commerce Committee markup- Wednesday July 17th  At the markup, members will consider amendments, debate, and vote to send the bill to the floor  NASCSP has been asked to weigh in on Amendment language  Senate bill has had one hearing on 7/9, Business meeting today.  Additional co-sponsors

NASCSP Legislative Update WAP Capitol Hill Event – July 24 th , 11am-3pm • Weatherization Expo • NASCSP-Energy OutWest partnership • Several WAP program managers • Technology demonstrations from Virginia CHP training center • Goal: Educate members of Congress about WAP, keep WAP fresh in minds of policy makers headed into August break

  6. NASCSP Legislative Update Poverty Measure Comment Period  NASCSP provided resources to full membership  Comment period closed Fri. 6/21. Over 2,200 comments submitted via regulations.gov, over 52,000 through Coalition on Human Needs & others  Heard from several NASCSP Members who commented- Thank you!

  7. HUD 2019 Lead Hazard Reduction Grant Program  Notice of funding announcement posted on 6/25. Applications due 8/9.  $324 Million in Funding Available to state, county, and city jurisdictions. A lot more funding than typically available.  Total Lead-Based Paint Hazard Reduction Grants & Healthy Homes Supplemental Funds  “…promote the integration of this grant program with housing rehabilitation, property maintenance, weatherization, healthy homes initiatives, and housing- related health hazard interventions”  Opportunity for partnership with another state office or department  Opportunity for partnership with subgrantee at local government View the announcement and more information here.

  8. Potential Resiliency Pilot Projects Institute for Building Technology Safety (IBTS)  Post-disaster elevation projects co-funded by the National Flood Insurance Program (NFIP) and FEMA mitigation program and/or HUD CDBG-DR;  Seismic reinforcement funded by FEMA pre-disaster mitigation dollars;  High wind mitigation in hurricane-prone or struck communities funded by FEMA mitigation and/or HUD CDBG-DR dollars; and  Community and neighborhood improvement projects, both pre- and post- disaster in coordination with HUD CDBG and available funding.   10. DOE Updates Subgrantee ACSI Survey - WAP Memo 52  Survey extended to July 30th  Goal is 85% or 580 total responses  As of July 10, 315 Subgrantees responses DOE Staffing – no changes since last month 2019 Awards  44 of 57 Grantees have signed awards

  11. DOE Spending (PY 2017 and 2018) As of June 19, 2019 National Spend = 86% Percent of DOE # of Grantees Funds Spent 80% or greater 38 60 – 79 % 11 40 – 59 % 2 Below 40% 6
