Technological time of train receiving procedure: • at the Sukhbaatar station is 2 hours and 55 minutes /175 minutes/ and • at the Naushki station is 3 hours and 55 minutes /235 minutes/, which takes longer for 1 hour. OPERATIONAL PRACTICE ALONG INTERNATIONAL CORRIDOR In 2016: From CHINA to EUROPE 1702 container 167 trains, trains, approximately 136000 TEU travelled. 13900 TEU 1036 trains, 83000 TEU 499 trains, 39900 TEU Mongolian railway has transit potential for 800-1000 container block trains. FACILITATION MEASURES FOR INTERNATIONAL RAILWAY TRANSPORT THE PEOPLE’S REPUBLIC OF CHINA • Intergovernmental agreement on the access to and from the sea and transit transportation through Chinese territory by Mongolia, 2014 – instead of 1991; • General Intergovernmental Agreement on Developing Cooperation in Railway Transit Transportation, 2014 (to be adopted) RUSSIAN FEDERATION: • Intergovernmental agreement on the access to and from the sea and transit transportation through Russian Federation territory by Mongolia, 1992; • Intergovernmental agreement on the condition for the transit transportation of goods, 2017 (agreed the draft 1. V. FACILITATION MEASURES AT RAILWAY BORDER CROSSINGS CHINA to RUSSIA RUSSIA to CHINA 1. Technological time: • Train receiving procedure time at Zamiin-Ude station was 420 minutes: • Mongolia introduced parallel technology system: train receiving procedure time reduced by 173 minutes (248 minutes). 2. Fast processing of container trains: • Excluded the locomotive changing procedure for whole travel; • Technical maintenance technology is reduced at technical station from 60-70 minutes to 30-40 minutes. Reducing the travel time: freight transportation 850-950 km per day. V. FACILITATION MEASURES AT RAILWAY BORDER CROSSINGS 3. Simplification: Exchange information between railway stakeholders In 2016, signed contract between railway authorities for exchange electronic documents: 13512 documents received, Phase I : 9640 documents sent. Beginning stage of paperless procedure for railway transportation: Consignment notes and Transfer lists are exchanged fully Electronic version since May 2017 /IFTMIN, IFTSUM/. E-sign will be available between Railways, thanks to which all documents will be acceptable without collating with paper Phase II : documents.
