Our response • June 2017, the CIOB established a Commission of Past Presidents to investigate the issue of quality in construction and what needed to be done to improve it. [Cardiff] • October 2017, the Commission issued a Call for Evidence to seek the views of Members and the wider industry on the issue of Quality. • July 2018, based on the findings of the ‘Call for Evidence’, CIOB announced proposals to ‘ raise standards and promote best practice in quality management’. [Toronto] • September 2018, the CIOB Academy launched a 2 day course in Construction Quality Management • July 2019, CIOB announced that a Quality Implementation Group would be established to continue the Institute’s work on quality and building safety. [Edinburgh] • September 2019, the CIOB published a new Code of Quality Management based on detailed research and an industry-wide consultation. • October 2019, the CIOB Academy launched a Construction Quality Management MOOC , which is free and available for anyone to participate in on-line. 4
Quality Implementation Group Aims & Objectives • Developing educational standards in quality and building safety. • Delivering training in quality management through the Academy. • Updating the Code of Quality Management in response to feedback. • Engaging with the UK government’s building safety programme and new Building Safety Bill. • Responding to consultations on regulatory change. • Consulting with industry both in the UK and internationally. 5

Building Safety Bill • Buildings in Scope - all multi-occupancy residential buildings of 18m and above. • Building Safety Regulator - appointed to provide oversight of the new system, with powers of enforcement and sanctions. • Dutyholders - roles aligned with the CDM regulations during design and construction and new roles of Accountable Person and Building Safety Manager during occupation. • Gateways - requirement to demonstrate building safety though a new system of gateway points during design & construction, and a safety case during occupation. • Golden Thread - requirement to create, maintain and hold a digital ‘golden thread’ of building information. • Competency - an overarching competency system for buildings in scope, with an industry-led competency steering group established to oversee this. • Residents - to be provided with a quick and clear route for escalating building safety concerns to the Building Safety Regulator. 7
Education & Standards Quality Guide • Code of Quality Management published September 2019. • Working group established to capture feedback and update the Code. • New Quality Guide to be launched Summer 2020. Education Standards • A Golden Thread of knowledge, skills, behaviours & culture. 8

Training • ‘Site Supervision – Quality Fundamentals’ training course [Autumn 2020] • 2 Day Quality Management Course [next course - July 2020] • Both course available on line • Quality MOOC [March 2020] • 2,791 participants. • 96% of people said they gained new knowledge or skills. • 95% of people said the course met or exceeded expectations. 11
