HealthlinkNY Community PACS Viewer: With authorized access to the HealthlinkNY Portal, users automatically get access to the HealthlinkNY Community PACS Viewer. This allows users to load and view multiple patient radiology studies and images at the same time without any additional downloads or login information. Consent Management: The HealthlinkNY Web Portal has a built-in consent management tool that allows authorized users to record patient HIE consent choices into the portal. Secure Messaging: A secure messaging service is incorporated into the HealthlinkNY Web Portal, allowing users to securely communicate with other HealthlinkNY Web Portal users, send clinical document attachments, and include protected health information when necessary. Services Offered (Continued) ► Notifications and Alerts: Alerts will electronically notify clinicians when patients present at hospital in-patient facilities or emergency departments. The increased awareness provided by alerts during patients’ care transitions improves the quality of care and can ultimately result in fewer hospital readmissions and lower costs. HealthlinkNY Alerts are delivered via Direct Mail, a connected Electronic Health Record (EHR) as the event occurs, or via a next-day report. ► Identity Management & Security: HealthlinkNY manages secure identification authentication prior to granting providers and other individuals access to the HealthlinkNY Web Portal in order to ensure appropriate access to patient records. In addition, HealthlinkNY adheres to federal and state regulations and performs regular access audits to further safeguard patient privacy. ► Multi-Legal Entity Log-On: The HealthlinkNY Web Portal allows providers who practice at multiple legal entities to have the ability choose what LE they would like to access their patients under. This feature, powered by the SHIN-NY, will allow HealthlinkNY Web Portal users access to their patients’ records from any provider in New York State contributing data to the HIE. ► Direct Email Messaging: DIRECT-Enabled secure messaging offers the user a specialized type of secure e-mail account through the DIRECT protocol. Designed to be HIPAA compliant while still allowing quick and easy transmission of patient data between providers. Cross QE Alerting Same Definition as Local Alerting Previously but ‘Other’ QE’s How it works: • HealthlinkNY As Source: • For every Admit, Discharge, Register, and Status Change from Outpatient to Inpatient, HealthlinkNY will query the sMPI (Statewide Master Patient Index). If the patient exists in another QE, HealthlinkNY will route the alert to that QE where they will follow their ’Alerting Process’. • HealthlinkNY As Recipient: • HealthlinkNY will receive Admit, Discharge, Register, and Status Changes From Outpatient to Inpatient, from other QE’s.
