Due Diligence • Phase I Environmental Site Assessment • Completed by Alt & Witzig Consulting Services • The purpose of the investigation was to identify Recognized Environmental Conditions (RECs) associated with the Site. • Findings, Conclusions & Recommendations • Property utilized as residential land from prior to 1911 to present • Property was improved in1944 and 1950 with additional dwellings • A structure was demolished in 2010 • Since 2010 property has remained relatively unchanged • Assessment revealed no Historic Recognized Environmental Conditions (HRECs), Controlled Recognized Environmental Conditions (CRECs) or Recognized Environmental Conditions (REC’s) on the property

Due Diligence (Continued) • Subsurface Investigation & Geotechnical Recommendations • Completed by Alt & Witzig Consulting Services • Purpose of investigation was to evaluate the geotechnical suitability of the property for development • Investigation included reconnaissance of the site and 4 soil borings at the following locations: • Sampling includes the use of 140 pound hammer falling 30 inches to determine penetration value of the soil. • Based on testing, the property is classified as a “Site C Class”. • Testing concluded that the property can include construction with standard footers.

Timeline • May 28, 2019, City Council authorizes execution of Agreement to Purchase • May 29, 2019, Agreement to Purchase, was executed. • May 29, 2019, Contract with Alt & Witzig Consulting Services, LLC., for the completion of a Phase I Environmental Site Assessment. • May 29, 2019, Contract with Alt & Witzig Consulting Services, LLC., for the completion of a Preliminary Subsurface Investigation & Geotechnical Recommendation. • May 29, 2019, Professional Services Work Order, with McGill Smith Punshon (MSP), for a Public Garage Feasibility Study, executed. • June 6, 2019, Core sampling drilling by Alt & Witzig completed. • (As of) June 19, 2019, all geotechnical and field work related to the Preliminary Subsurface Investigation report complete. • (As of) June 19, 2019, preliminary parking layouts received from McGill Smith Punshon (MSP). • June 20, 2019, the Phase I Environmental Site Assessment complete. • June 25, 2019, received notification from the Ohio Department of Transportation (ODOT) that no permits for access into the parcels from State Route 48 would be required. • July 3, 2019, pre-application for Community + Economic Development Assistance Program (CEDAP) funding submitted. • July 4, 2019, Geotechnical report received from Alt & Witzig Engineering. • July 10, 2019, Due-diligence extension requested. Due-diligence extended to 8-26-19 • July 23, 2019, City Council sets Public Hearing pertaining to the property purchase and parking facility development for 8-13-19 • August 13, 2019, Public Hearing
