Text To 911 A note from Donna Platt – Emergency Preparedness Coordinator – Division of Services For The Deaf and Hard of Hearing – North Carolina Department of Health and Human Services. I am proud and excited to learn that North Carolina is ahead of time in providing text-to 9-1-1 in this country. Individuals who are deaf, deaf-blind and hard of hearing are able to have direct communication access to 9-1-1 in a timely manner in many counties of North Carolina – many thanks to you all and local PSAPs for considering our safety. Thanks again for your valuable services as well as working with the NC Division of Services for the Deaf and the Hard of Hearing in strengthening direct communication access to 9-1-1. 11/7/2016 Information Technology 14
Text To 911 Nebraska – Two children contacted police to alert them about a possibly drunk driver from the backseat of his car. That driver happened to be their own father. Police in Nebraska say the kids sent texts to 911 that their father was swerving across the road, and they feared for their safety. The children updated the officers on their location, and police caught up with the car when it made a pit stop at a Burger King. The father was arrested. Police say his blood alcohol level was three times the legal limit. 11/7/2016 Information Technology 15

Text To 911 Text to 911 is currently only available in certain markets where 911 call centers have voluntarily chosen to accept emergency text messages from local residents. The FCC now requires all wireless companies to support to text to 911 so now your local 911 center has no reason not to add text to 911 technology. What if you find yourself in an emergency situation and need to text 911 only to find it’s not available in your area? By advocating in advance, you can ensure that does not happen. Reach out to your local 911 center or local public safety officials to push for equal access to 911 services through text. Explain to them that Title II of the ADA requires state and local governments to provide access and that deaf and hard of hearing citizens should not be placed in danger due to the inability to text 911. Also, text to 911 services has universal benefits for everyone. If the 911 call center is not responsive to your request, please contact the NAD. The more of you that advocate, the sooner we can see a future where text-to-911 will be widely available in the country. 11/7/2016 Information Technology 18

Text To 911 FCC commissioners today voted to propose rules that recognized real-time text (RTT) technology as a replacement for legacy text-telephone (TTY) device that have been used by hearing- and speech-impaired users for decades. RTT would replace TTY on wireless phone networks beginning in December 2017, and the FCC proceeding will consider a similar transition for IP- based landline networks and broader text-to-911 services. 11/7/2016 Information Technology 20

PSAP Inspections DEFINITIONS • Corrective Action Plan – A plan to correct deficiencies. • Deficiency – Failure to fulfill a PSAP operation rule. • Full compliance – Completion of a site review free of deficiencies. 11/7/2016 Information Technology 45
PSAP Inspections DEFINITIONS • Site review – An examination of a PSAP to determine compliance with Rules. • Written Response – An acknowledgement of deficiencies and statement of deficiencies corrected within 30 days of the site review report. 11/7/2016 Information Technology 46
PSAP Inspections Site Review Process 1. Every PSAP will be inspected to determine its fulfillment of PSAP operation rules. Site reviews will begin within one year from the date the rules are effective. Failure to fulfill PSAP operation rules is a deficiency. PSAP Inspections Site Review Process 2. Site reviews will be performed by peer reviewers supervised by Staff members. Peer reviewers will include volunteers selected by the Board from outside the region of the PSAP to be inspected.
