Why is the City updating its Guidelines? • Provide avenue for input from partner firms and the larger public • Improve clarity for all parties (City staff, developers, attorneys, consultants & general public) • Reevaluate requirements that are not currently recognized & consider additions (if warranted) • Ensure consistency with City Code, updated VDOT standards, current trends, etc. • Generate ideas about future policy directions
Provide avenue for input Participation from: • Alexandria Federation of Civic Associations • Virginia Department of Transportation • City Staff in T&ES and P&Z • Three transportation engineering/planning firms active in Alexandria
Im Improve clarity • Better standardizes requirements • Eliminates irrelevant requirements • Improved policy statement on mitigation conditions with a focus on: • balancing all stakeholder needs • improving understanding about the City Vision • acknowledging the trade-offs often associated with driver vs. non-driver capital improvements
Reevaluate requirements Benefits for City Staff: • Timing that allows for appropriate staff review • Proposes parking study requirements at small study level to help justify projects at Planning Commission • Future submission requirements for electronic data
Reevaluate requirements Improvements for the Development Community: • Flexibility for DSUP/CDD/SAP coordination • Reduces transit data requirements • Reduces bicycle/pedestrian/transit study area requirements for large studies • For multiphase projects, medium studies no longer required to run scenarios for phase II +6 (unless required per VDOT)
Ensure consistency • Updates language to note new VDOT chapter and regulations • References VDOT Traffic Operations and Safety Analysis Manual’s Software Selection Tool as a guide for determining study parameters • Does not address TMP 11-700; will be examined through future study as resources become available
