Question: Can you please provide the list of positions that Prince William County Service Authority intends to fill through this contract? Response: This contract is intended to be used on an as-needed basis. We do not currently have positions to be filled. 2. Question : I am reviewing this RFP and got to Attachment C, for the “Pricing” section. Is this a staffing contract and if so, can you please send me the positions I will be pricing out? Question: In what format (PDF, Excel) is our pricing expected to be? Response: We do not have a preference. 4. Question: Is there a list of labor categories or job descriptions for which this contract will be used to recruit? Such information would be a helpful guide for pricing as requested in Section 6, Tab 2 D. Proposed Price, bullet 2. 5. Question : Are there positions that need to be filled currently? Response : See the response to the Question # 1 above. 6. Question: Is this a new requirement? If not, could the Service Authority provide the incumbent’s name and/or DUNS number? Response: This is a new contract. 7. Question: Question is related Section 6.4 Tab 1 - ” H. Licenses & Permits. Documentation showing any licenses and/or permits required and applicable to this requirement. Virginia licenses are required for all key staff (PE, LS) from prime and Subcontractor.” Response: No licenses are required for this contract. 8. Question: Will the Government please clarify about the licensing requirement?? Which kind of licenses requires, Is it for company or related to candidate? If so, can you please clarify about the different licenses requirement? Response: No licenses are required for this contract. 9. Question: Is there any incumbent who is providing services to the Government? Response: No. 10. Question: Will the government provide overall page limit of the proposal? Response : No. There is no page limit of the proposal but we suggest that it be concise. 11. Question: Will the government please provide the different labor categories roles that it plans to utilize during the contract year one? Response: Reference the response to the Question # 1 above. 12. Question: Question is related Section 6.4Tab 3 – Proof of Insurability “Provide either a completed Accord form or a signed letter from Your insurance agency on its letterhead stating that You have or can get the required insurance coverage. See Attachment C – Required Insurance Limits for minimum requirements.” – Can you allow to provide the actual recent “Certificate of Insurance” in lieu of the “signed letter from insurance agency”? Response: Yes. 13. Question : We are Maryland Based firm and have MBE and DBE Certification? Is there any additional compliance required to eligible for participation in the contract? 14. Question : I do have one question at this time. Section 5.13.C.1 states, “Sometime after the closing date and time the Procurement Officer will open the price 1.Proposals for all responsive Offerors. Only the Procurement Officer and the authorized Service Authority personnel will see the price Proposals at that time.” I do not see anywhere in Section 6 requesting a separate Price Proposal. Section 6, Tab 2, section D requests “Proposal Price.” I just wanted to verify that we do NOT need to submit a price proposal and that pricing information is allowed in the main proposal submission Response : The price proposal shall be part of your proposal package. It does not need to be a separate proposal. The pricing will be evaluated by the procurement officer and the price information will be shared with the evaluation committee only. 15. Question : Form D – Proposal Package Checklist (page 36 of RFP) contradicts the corresponding sections in the body of the RFP (pages 27-28). Please advise which is correct. Response : Revised. 16. Question : In reference to Section 6.3. F., please clarify whether double-sided printing is required and/or preferred? Response : Double-sided printing is preferred. 17. Question : What licenses do you want the key staff to possess when it says “Virginia licenses are required for all key staff (PE, LS) from prime and Subcontractor.” Do you want the account manager to have such license or the consultants that we will place? Response : Reference the response to Question # 8. 18. Question : Please elaborate what information do you expect the vendor to provide when it says “Provide a detailed description of the company’s record for successful and unsuccessful search and recruit actions in the public sectors.” Response : We are looking for Offerors to provide their experience in successful and unsuccessful search delineating the detailed work descriptions; names (types) of organizations, job titles, timelines of work and reasons why successful or not successful, etc. 19. Question : Is it mandatory to utilize subcontractors? We do not intend to use subcontractors for this contract so are we correct in understanding that we do not need to submit the forms related to subcontractors stated in tab 6? Response : No. It is not mandatory. 20. Question : Any incumbents? If an incumbent exists, are they eligible to bid? Response : Reference the response to the Question # 9 above. 21. Question : If there is an incumbent, will there be a transition of contractor staff onto this new contract? 4 Addendum # 1 RFP SA 1804
Response : Reference the response to the Question # 9 above. 22. Question : Tab 5 Litigation (on page 27), if no such litigation has occurred, can we exclude this section from our proposal? Response : Just indicate that this section is not applicable for your company. 23. Question : Tab 8 – Financial Stability (on page 28), are we required to provide financial statements and D & B report. Please clarify. Response : This information should be provided by Offerors upon request. It is not requirement at the time of proposal submission. 24. Question : This RFP has the option to include hardware and equipment services and act as the “Prime Contractor.” Can you please explain the reasoning behind this and what PWCSA is hoping to receive in response from vendors from this section? Response : If any items are not applicable, please mark it as N/A. 25. Question: Section 1.23 B. The Service Authority will pay interest, in accordance with Chapter 43 - Virginia Public Procurement Act on all undisputed invoices not paid within thirty (30) Days after acceptance of the service(s), AND a properly completed invoice, whichever is later. What is the interest rate? Response: 1 % 26. Question: Section 1.31 If we are not offering contracting services as part of our response, is this section required? Response: Yes. That is correct. 27. Question : Please explain item 6.4 -E. Availability of the Firm: Provide the firms current and anticipated workload and available resources during the course of this Contract. If this is a RFP for recruitment services what is this item specifically addressing? Response: We are looking for the information regarding the firm’s current and anticipated workload and available resources during the course of this Contract. Note: The Service Authority will soon publish Addendum # 2 regarding other unanswered questions.
