Project Summary City intends to enter into contract with a company that has experience with the CDARS program with a detailed understanding of investing funds in Certificate of Deposit (CDs) through one for more relationship banks that are approved members of the Promontory Certificate of Deposit Account Registry Service (CDARS) Network. Contract will remain in effect until the contract is terminated by either party with 30-days written notice. 0% MWBE GOAL 3

RFQ Important Dates & Details • Pre-Submission Questions Due: Monday, May 11, 2020 @ 4:00 PM (CT) to Barbara.fisher@houstontx.gov • Solicitation Due Date: Thursday, June 11, 2020 @ 2:00 PM (CT) City Secretary’s Office City Hall Annex, Public Level 900 Bagby St., Houston, TX 77002 Submit one (1) printed original (mark “Original”, signed in BLUE ink) and six (6) printed copies of the Technical Proposal. Submit six (6) electronic copies of the Technical Proposal, NON- PASSWORD protected flash drives . Submit six (6) printed copies of Financial documents in a separate single sealed envelope bearing the assigned solicitation number and clearly identifying to content as “Financials” to the location provided above. Sealed envelope(s) or box(s) should bear the assigned Solicitation Number ( S83-Q29410 ) and the RFQ title. 6

Submitting a late proposal or not signing and notarizing the Offer & Submittal form are two ways your proposal can be deemed as non-responsive . 7

Disqualifications Vendor proposal may be subject to disqualification if in violation for the possible reasons: Non-Responsive (failure to meet the Violation of the Submitted Late minimum “No Contact” Proposal qualifications and to Period comply with all RFQ requirements. LATE PROPOSALS and DELIVERY Elect to either mail or personally deliver your proposals. Postal Service may not be the best option, mail will go through our mailroom, which may take time to process. Not a guarantee that the proposal will be delivered by the due date and time. 10

Scope of Service • Comprehensive description of its CDARS program and agreement. • Funds shall be wired on the day funds are actually invested. • Network Status [ ONE BANK!] • Placement of City funds by the relationship bank shall comply with the Texas Public Funds Investment Act. 12
Scope of Service • The relationship bank shall secure the City from all claims asserted against the City arising out of the agreement, to the extent that such claims are caused by the relationship bank’s intentional, grossly negligent or willful misconduct or placement of funds that are not eligible for deposit insurance. • A list of any past or current restrictions placed on orders into the network and how these restrictions were, or will be, resolved. • No proceeds of the transactions will be used to violate Anti- Corruption Laws or applicable Sanctions. 13
