  2. Agenda 1. Neighbourhood Planning refresher and background to what we have done to date. 2. Present feedback from the ‘pre - submission’ consultation. 3. Outline the next steps in the process.

  3. Neighbourhood Planning – what is it? • A community plan that must reflect residents’ views. • Focus on land use. • Will influence future developments and planning considerations; must be taken into account by the local planning authority when considering applications for land development.

  4. What we have done to date • Steering Group set up in 2015. • Following two public meetings a Village Questionnaire was undertaken in 2016. This sought to ascertain the views of residents on: • Potential housing development sites put forward by landowners; • The value attributed to recreational areas within the village so that they can be protected from development; • Views on key local issues including affordable housing, community facilities, flooding, school parking.

What we have done – cont. • Oct 2016 public meeting to present results of Village Questionnaire. • Questionnaire used as the basis for informing the ‘Draft’ Neighbourhood Plan. • 6 week consultation between 4 th March & 15 th April, 2019: • Consultation flier sent to all households, local businesses, and community groups within the Parish, as well as other relevant land owners. • Also consulted: Wiltshire Council, neighbouring Parish Councils, and statutory consultees including Environment Agency, Heritage England, Natural England. • 2 ‘drop - in’ sessions held during the consultation for residents to view hard copies of the draft Neighbourhood Plan and have their queries answered by members of the Steering Group.

  6. Feedback fr from the consultation • 13 comments received from residents. • 5 comments received from land owners. • 6 comments received from consultees.

  7. Key themes fr from consultation - residents • Several comments endorsing the overall plan. • Several comments raising concerns over the proposed 13 dwelling site between the Glebe Hall and Primary School. • Concerns over how the access arrangement will work • Is the access at Earls Rise wide enough? • What about the footpath that cross the access? • Precursor to even more development here in the future? • Proximity to pig farm could cause further odour complaints? • Impact on Earls Manor Court?

Key themes fr from consultation - landowners • Some landowners endorsing their sites for housing. • 1 land owner requesting that their land not be allocated for housing (1 plot on The Portway). • Salisbury Diocese object to the inclusion of the Glebe Field and Glebe Hall Lawn, but no reasons given.

  9. Key themes fr from consultation - consultees • No objections received from consultees. • However, various recommendations made to provide further clarity on some issues or to make the plan more robust, e.g. : • Natural England – include further design guidance as to how the footpaths around the 13 dwelling site are to be retained. • Wiltshire Council – detailed response provided, offering suggestions to make the plan more robust for the purposes of the Public Examination.

  10. Next xt Steps – Consider comments • The Steering Group is currently considering all the comments received, and will need to decide what amendments to make to the plan in light of the consultation. • Given comments received relating to the Earls Rise access we have already requested further feedback from Wiltshire Council Highways, and their comments are awaited. • To accompany the amended Neighbouhood Plan, we are required to prepare a ‘Consultation Statement’ which details how the main issues raised have been considered and addressed.

  11. Next xt Steps – Submit to Wiltshire Council • Submit amended Neighbourhood Plan to Wiltshire Council. • Wiltshire Council checks the plan complies with all relevant legislation. • Publicises the proposed Neighbourhood Plan for a minimum of 6 weeks and invites comments. • Notifies statutory consultees. • Appoints an independent examiner.

  12. Next xt Steps – In Independent Examination • Wiltshire Council sends plan and any comments received to examiner. • Examiner produces report to determine whether the Neighbourhood Plan meets the legislative criteria, known as ‘Basic Conditions’. • Wiltshire Council consider report and takes decision as to whether the plan can go to referendum.

  13. Next xt Steps - Referendum • Wiltshire Council organises a referendum under similar processes to other local and national elections. • The referendum question will be: “Do you want Wiltshire Council to use the neighbourhood plan for The Winterbournes to help it decide planning applications in the neighbourhood area ?” • If more than 50% of those voting in the referendum vote ‘yes’, then the neighbourhood plan becomes part of the statutory development plan for the area.
