DBE Program The City of Phoenix strives to advance the economic growth of businesses through its Disadvantaged Business Enterprise (DBE) Program. The City ensures compliance with federal regulations on all federally funded projects. The City encourages the participation of DBE firms throughout ALL phases of contracts.
DBE Program The DBE Program provides socially (minority and woman-owned firms) and economically disadvantaged business owners: • Certification • Procurement opportunities . • Construction subcontracting utilization • Small business development services • Technical assistance/educational services • Networking opportunities
DBE Requirements The City has not established a race-and gender-conscious DBE participation goal Current focus is Small Business Outreach The FAA approved a triennial DBE goal of 4.44% for fiscal years 2016-19, to be achieved through fostering Small Business participation and outreach requirements. Project is in part funded by FAA and is subject to 49 CFR Part 26 and USDOT DBE Program

DBE Requirements OUTREACH EFFORTS - ATTACHMENT A All Submitters must provide within 3 Business Days of the bid deadline: Documents in a separate sealed envelope MUST complete and submit Columns E and F Submittal of all related Supporting Documentation MUST include: Copies of the actual solicitations sent to DBEs & Small Businesses Names of the DBEs & Small Businesses whom bidder negotiated with and the firms that have been selected to participate in the contract MUST demonstrate how, when, and the name of the person to whom the bidder specifically communicated its selection decisions Outcomes to each DBE and Small Business NOT selected Documentation may be in the form of a letter, e-mail, telephone log, or other acceptable communication

Project Description / Scope of Work Provide two new aircraft run-up areas at the west and east ends of Taxiway ‘C’ with associated electrical and signage. Major work elements include Demolition of existing run-up area asphaltic concrete (AC) pavement Construction of nearly 20,000 SY of new AC Pavement Excavation of existing west basin to add additional capacity Grading and drainage improvements 23
Project Description / Scope of Work (Cont) Salvaging (Blade and stockpile along west haul route with placement of dust palliative) and replacing existing crushed aggregate(“Palm Springs Rock”) slope protection Installation of storm drain pipe, manholes and catch basins Installation of LED and incandescent edge lights Removal of chain-link fence and installation of approximately 520 feet of CMU block wall Construction and Removal of two temporary run-up areas, including removal and replacement of conduit and edge lights. 24

Phasing ,Job Site Access & Restrictions The Project is divided into 8 phases with subsequent sub phases Phases 1-4 are located on the west side of the Airport Phases 5-8 are located on the east side of the Airport Primary Access for Phases 1 – 4 will be through the access gate on W Williams Drive to the west staging area. Primary access for phases 5-8 will be through Airport Access Gate #7 to the east staging area Contractor shall limit activities to designated haul routes and staging areas. 27

Contractor Shall not use airport service roads for hauling operations Some phases require nighttime-work only Caution should be taken to protect a fiber optic line south of project area designated for grading and electrical installation.
